Asian stocks mostly down on Europe bank worries (AP)

BANGKOK ? Asian stock markets were mostly lower Thursday as traders shied away from riskier assets as the year drew to a close, but hopes for a successful bond issue in Italy boosted shares in Europe.

Benchmark oil lingered above $99 per barrel while the dollar rose against the euro but fell against the yen.

European shares edged up in early trading. Britain's FTSE 100 was marginally higher at 5,511.32. Germany's DAX rose 0.3 percent to 5,788.06. France's CAC-40 was 0.3 percent higher at 5,788.01. Wall Street was headed for a higher opening, with Dow Jones industrial futures gaining 0.2 percent at 12,099. Broader S&P 500 futures rose 0.1 percent at 1,245.80.

Earlier in Asia, however, investors booked losses amid light trading. Japan's Nikkei 225 index fell 0.3 percent to close at 8,398.89. Hong Kong's Hang Seng Index closed 0.7 percent lower at 18,397.92. Australia's S&P ASX 200 fell 0.4 percent to end 4,071.10. Benchmarks in India and Singapore were also lower.

Other Asian markets eked out small gains. South Korea's Kospi reversed earlier losses and closed marginally higher at 1,825.74. On mainland China, the benchmark Shanghai Composite Index gained 0.2 percent to end at 2,173.56, while the smaller Shenzhen Composite Index added 0.1 percent to finish at 850.94.

Investor sentiment waned in Asia hours after the European Central Bank said banks had parked $590.72 billion with it overnight Wednesday. That surpassed the record set only Monday and showed that European banks were using money lent by the ECB bank to park money there instead, rather than make loans to each other.

Francis Lun, managing director of Lyncean Holdings in Hong Kong, said the action on the part of the banks "defeated the purpose" of the ECB lending operation, which was to spur business activity.

"Investors are disappointed at the development," Lun said. "Europe still has not found an answer on how to solve its sovereign debt crisis. There's no solution, and they are trying cosmetic measures, which really do not address the problem."

The development also shook confidence in the euro, which on Wednesday dropped to $1.2910 ? its lowest level against the dollar in nearly a year ? before recovering slightly.

Traders were closely watching for the results of an auction of longer-dated bonds by Italy later Thursday. The country held what was deemed a surprisingly successful auction of short-term bonds Wednesday, with sharply lower interest rates than at a similar auction a month before.

Meanwhile, the yen's rise to a 10-year high against the euro put stress on Japan's exporters. Kyodo News agency said the euro briefly fell to 100.35 yen in Tokyo, its lowest level against the Japanese currency since June 2001. Honda Motor Corp. fell 0.8 percent. Sharp Corp. shed 3.2 percent.

Commodity shares in Australia came under pressure amid worries about the state of the global economy. Gold miner Newcrest Mining Ltd. lost 3 percent. Mining giant Rio Tinto fell 0.4 percent. OZ Minerals fell 2.9 percent after the company said copper concentrate may have spilled from a derailed train.

In currency trading Thursday, the euro fell to $1.2920 from $1.2941 late Wednesday in New York. The dollar fell to 77.70 yen from 77.91 yen.

Benchmark crude for February delivery rose 28 cents to $99.65 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell $1.98 to settle at $99.36 in New York on Wednesday.

Samoa skips Friday in leap across date line

The weekend came sooner than usual for the tiny South Pacific island nation of Samoa.

When the clock struck midnight Thursday, the country skipped over Friday and moved 24 hours ahead ? straight into Saturday, Dec. 31.

Samoans gathered around a main clock tower in the capital of Apia for the historic moment, applauding in celebration as the midnight hour struck to the wail of sirens and burst of fireworks. Drivers circled the clock tower blaring their horns, and prayer services were held across the country.

Samoa aimed to align its time zone with key trading partners in the Asia-Pacific region by shifting west of the international date line.

Related: This week, Samoa will skip Friday

The time jump means that Samoa's 186,000 citizens, and the 1,500 in the three-atoll United Nations dependency of Tokelau, which also shifted, will now be the first in the world to ring in the new year, rather than the last.

The date line dance came 119 years after U.S. traders persuaded local Samoans to align their islands' time with nearby U.S.-controlled American Samoa and the U.S. to assist their trading with California.

But the time zone put Samoa and Tokelau nearly a full day behind neighboring Australia and New Zealand, which are increasingly important trading partners.

In June, the Samoan government passed a law to move Samoa west of the international date line, which separates one calendar day from the next and runs roughly north-to-south through the middle of the Pacific Ocean. Under a government decree, all those scheduled to work on the nonexistent Friday will be given full pay for the missed day of labor.

In addition to the economic advantages, the time jump is also expected to make the everyday rituals of family life a little more pleasant. Like many small Pacific island states, more of Samoa's people live permanently in other countries. About 180,000 Samoans live in New Zealand and 15,000 in Australia. The date line switch means that families split between the island nation and Australia or New Zealand can now celebrate important events such as birthdays at the same time.

"We've got to remember that over 90 percent of our people emigrate to New Zealand and Australia. That's why it is absolutely vital to make this change," Prime Minister Tuila'epa Sailele Malielegaoi told The Associated Press just hours before the country catapulted into the future.

Video: Island nation of Samoa skips Friday (on this page)

Officials have begun work on changing maps, charts and atlases to reflect Samoa's new date line position. A postage stamp, featuring the phrase "into the future," has also been created to mark the switch.

Although generally embraced by most Samoans, the date change wasn't expected to happen without a few little glitches. Digicel, the most popular mobile phone service provider in Samoa, said the company would have to update its systems immediately after the time jump, leaving phone service dead for about 15 minutes.

"The interruption will only take a few minutes so we can adjust our system," CEO Pepe Fiaailetoa Fruean said. "So I would like to inform all of our customers to have alternative communication means available in case of an emergency."

Being a day behind the rest of the Asia-Pacific region has meant that when it's dawn Sunday in Samoa, it's already dawn Monday in adjacent Tonga and nearly dawn Monday in nearby New Zealand and Australia, as well as prominent east Asian trade partners such as China.

The original shift to the east side of the line was made in 1892, when Samoa celebrated July 4 twice, giving a nod to Independence Day in the U.S.

The date line drawn by mapmakers is not mandated by any international body. By tradition, it runs roughly through the 180-degree line of longitude, but it zigzags to accommodate the choices of Pacific nations on how to align their calendars.

Maryland abortion doctors charged with murder (Reuters)

BALTIMORE (Reuters) ? Two doctors have been charged with murder after an investigation into a botched abortion uncovered 35 fetuses in a Maryland clinic's freezer, authorities said on Friday, calling the case the first of its kind in the state.

The doctors, Steven Chase Brigham, 55, and Nicola Irene Riley, 46, were arrested on fugitive warrants on Wednesday, police in Elkton, Maryland said.

"They have been indicted based upon a fetal homicide statute. This is probably the first case that Maryland has ever seen with this factual scenario using this statute. It's a unique situation," Cecil County State's Attorney Ellis Rollins told Reuters in an interview.

Brigham is charged with five counts of first-degree murder, five counts of second-degree murder and conspiracy to commit first-degree murder, Elkton police said.

Riley is charged with one count each of first-degree murder, second-degree murder and conspiracy to commit first-degree murder.

Brigham was arrested on Wednesday in Voorhees, New Jersey, according to a statement by the Elkton Police Department.

Riley was arrested at her home in Salt Lake City, Utah, without incident, according to Lt. Justin Hoyal, spokesman for the Unified Police of Greater Salt Lake.

Prosecutors were expected to seek their extradition back to Maryland.

The investigation began in August 2010, when a young woman sought an abortion from the pair.

The abortion was induced in New Jersey, and the patient was then transported across state lines into Maryland, according to the Elkton police statement.

FETUSES FOUND IN FREEZER

The operation was botched with both Brigham and Riley present, Elkton police said, although the statement did not elaborate on the nature of complications.

Riley took the woman to a nearby hospital, police said. The woman, who was not identified by authorities, survived and was later moved to Johns Hopkins Hospital in Baltimore.

Rollins declined to say why he believed the frozen fetuses were being kept at the clinic or what specifically led to the murder charges, saying that his office would not comment on pending litigation.

Riley had her medical licenses suspended by the state of Maryland, according to the Maryland State Board of Physicians.

Brigham was ordered in 2010 to cease and desist from practicing medicine in the state of Maryland without a license, according to the state medical board.

Documents show that Brigham also had his license suspended by the New Jersey Board of Medical Examiners in October 2010 after officials found that he had performed second- and third-trimester abortions without authorization.

The board further noted that Brigham was not an obstetrician-gynecologist, and that his actions had endangered his patients.

The board's stated decision for the revocation "focused on his practice of starting late-term abortions in New Jersey, where he was not authorized to perform them, and finishing them in Maryland, where he was not licensed to practice medicine," according to a report by the state attorney general.

Brigham has performed approximately 50 such cross-state abortions, according to documents on the Maryland state medical board's website.

Officers who searched the Elkton clinic found several fetuses in a freezer, police said.

A source who spoke to Reuters on condition of anonymity said there were 35 fetuses found in the clinic freezer.

An Elkton Police spokesman deferred further questions to Kerwin Miller, the assistant state's attorney for Cecil County who is prosecuting the case.

Miller could not be reached for comment.

Attorneys for Riley and Brigham also could not be reached for comment on Friday afternoon.

Verizon reverses on $2 fee for one-time payments (AP)

NEW YORK ? After a customer backlash, Verizon Wireless on Friday dropped a plan to start charging $2 for every payment subscribers make over the phone or online with their credit or debit cards.

In a statement on its website Friday, the company said "customer feedback" prompted the decision to drop the "convenience fee" it wanted to introduce on Jan. 15.

Verizon wanted to steer people to electronic check payments, which are cheaper, and automatic credit card payments, which are more reliable.

A petition on Change.org against the fees had gathered more than 95,000 names by Friday afternoon, a day after Verizon, the country's largest cellphone company, announced the fees. The petition was set up by Molly Katchpole, who earlier this year started a successful campaign to make Bank of America drop a $5-per-month fee for debit-card use.

Payment processors for power companies usually charge "convenience fees" of up to $5 for every payment made by phone or online, but cellphone companies haven't taken the step yet. The furor against Verizon hints that they may have to wait further.

Verizon Wireless serves 91 million phones and other devices on accounts that pay the company directly, and more who pay indirectly through other companies. It's a joint venture of Verizon Communications Inc. of New York and Vodafone Group PLC of Britain.

Hilary Duff Is Relocating To Canada With Husband Mike Comrie

Hilary Duff relocating to Canada with hubby Mike Comrie??

THE DIRTY ARMY: Nik, while I was listening to the radio I was shocked to hear the news that Mike Comrie and Hilary are thinking of relocating to Canada once the baby arrives.? Duff: ?I?m not the first person in Hollywood to have a baby. Other people have found a way to deal with it and I think I will, too. If it gets too much, we pack up and move, I guess. Mike and I talk about that sometimes. I don?t know? Toronto? Maybe Edmonton!? Hilary?s doesn?t want her child to experience the chase from the paparazzi that she deals with on a daily basis in Hollywood.? I know I?m not the only one who thinks this is the most retarded decision ever (if it?s even true). I?d rather have my child grow up in a high class environment then be around a bunch of low class bottle rats. I?ve been to Deadmonton a lot, its a dirty, smelly, over all a failure of a city. Its a murder capital for crying out loud. Drugs are everywhere! I know drugs are in every city but Deadmonton has it bad. Like come on. Your thoughts on this Nik?

My daughter Press will never date their kid, so its best they move to Deadmonton. Mike is family money so they do whatever his family tells them.- nik

OAKLAND, Calif. (AP) ? Stephen Curry settled into a chair in front of his locker, then placed his sore right ankle into a Gatorade jug filled with ice and water.

Golden State's mercurial guard had better get used to it at this rate.

Curry rolled his surgically repaired ankle and limped off the court for the second time in seven days. This time the pain was a little easier to take.

Curry had 21 points and 10 assists, and played stifling defense on Derrick Rose most of the night to lead the Warriors to a 99-91 victory over the Chicago Bulls on Monday.

"He ran his basketball team," said Golden State coach Mark Jackson, who quietly celebrated his first victory at any level. "He was in attack mode against arguably the best point guard and the MVP of the league. He did a great job of being an extension of me on the floor."

Monta Ellis added 26 points and seven assists, David Lee had 22 points and seven rebounds, and Dominic McGuire made three free throws in the final 47 seconds to seal the win.

Rose had a poor shooting night and finished with 13 points for Chicago.

It was similar to a year ago when the Warriors, playing at home, held Rose to a quiet 14 points and 10 assists and beat the Bulls 101-90.

Ellis drew the assignment against Rose in that game. This time it was almost exclusively Curry, who followed Rose closely throughout the night and prevented the league's reigning MVP from getting settled in.

"We had an opportunity to show what we've been working on in training camp defensively as a team, getting on the same page," said Curry, who was taken for X-rays on his ankle after the game. "We didn't do that in the fourth quarter last night so we had an opportunity to come back out tonight on a short rest and turn that around. It just happened that D-Rose was here and we figured it out tonight."

A day after making a series of late-game breakdowns against Chris Paul and the Clippers in a 105-86 loss, the Warriors built a double-digit lead in the first quarter and held on.

Rose went 4 of 17 from the floor and missed badly on a pair of 3-pointers in the final moments, including an airball with 25 seconds left.

Luol Deng, whose block of Kobe Bryant as time expired sealed Chicago's season-opening 88-87 win over the Los Angeles Lakers, had 22 points and 10 rebounds for the Bulls. They trailed by as much as 19 before making a late surge to get within 96-91 with 36 seconds remaining.

Chicago, which is in the midst of a season-opening, four-game road trip, has lost nine of its last 10 games in Oakland.

"We let them get easy looks," Rose said. "In the first quarter, we've got to find a way to stop people. Guys that we know can score the ball, they're getting too many easy looks."

Ellis, held to 15 in the season-opening loss to the Clippers, got the Warriors going with 13 points in the first quarter but it was Curry who provided the biggest lift.

He scored 12 straight points and drove past three Chicago defenders in the key to cap a 16-5 run and give Golden State a 46-27 lead. Curry also shadowed Rose and helped hold him to seven points in the first half.

Rose, who hit the game-winner in the Bulls 88-87 win over the Los Angeles Lakers on Monday, took only three shots in the first quarter when Chicago committed eight turnovers.

The Warriors increased their lead to 17 after three before the Bulls made their late push to get within 93-85 with 1:44 left.

Kyle Korver made a pair of 3-pointers in a 14-second span to pull Chicago within 96-91 but the Bulls couldn't get closer.

Notes: Chicago's 14 first-half turnovers equaled its total from the previous night. ... It was the first time in 10 years the Warriors have opened the season with games on consecutive nights. Golden State also plays its next two at Oracle Arena. ... The sellout crowd included New York Yankees pitcher C.C. Sabathia, who grew up 30 miles north of Oakland, Raiders owner Mark Davis and San Francisco 49ers running back Anthony Dixon.

Tool to preLoad "Get Info" metadata for movies (no... - Western Digital Community

What an amazing tool, I'm sure you know how many people have been asking for this and that's why you made it. Couple things which I'm not sure even sure could be fixed

?

*It doesn't see movies with tags at the end such as "Anastasia HDTV", "Beauty And The Beast EE", "Avatar 1080p"

?

*It doesn't see movies with a hyphen such as "Ben-Hur" "The A-Team"

?

Other than that, a great tool we have here. It took 5 seconds to grab metadata for 10 movies.

Women Beat Men to Jobs as Japan?s ?Mancession? Spurs Deflation

December 27, 2011, 4:41 AM EST

By Aki Ito and Toru Fujioka

Dec. 27 (Bloomberg) -- Three times a week, Seiya Ogawa bikes to an unemployment center in Kadoma, home to Panasonic Corp., looking for work to help pay for his son?s final year at college.

?At this point, I?m willing to take any job,? said the 49-year-old, who assembled electronic circuit boards in what was once a bustling manufacturing suburb of Osaka, Japan?s third- largest city. This month, it?s officially one year since he first signed on at the center, and ?it?s like my humanity?s been stripped from me,? he said.

Ogawa and his son rely on the incomes of his wife and daughter, a social role reversal that is spreading in Japan as factories and building companies fire workers and services that hire mostly women add employees. The new jobs pay lower average wages, making it harder for Prime Minister Yoshihiko Noda to spur consumer spending and pull the world?s third-largest economy out of a decade of deflation. The increasing burden as breadwinners also gives women less incentive to marry and have children early in a country that already has the fastest-aging population in the developed world.

?With Japanese companies increasingly moving abroad and a shrinking population making growth in construction work unlikely, these sectors just can?t absorb male workers the way they used to,? said Toshihiro Nagahama, chief economist at Dai-Ichi Life Research Institute in Tokyo. ?Nominal wages are falling and falling as a result. This mancession is far from over.?

National Pride

Japan?s economy is shifting from monozukuri, or making things -- which the nation prides itself on -- to services, especially those catering to the 29 million seniors over age 64. Manufacturing and building industries, where seven out of 10 staff are male, will lose 4 million positions this decade, according to Tokyo-based Works Institute, funded by employment- services provider Recruit Co. Health care, 74 percent female, added people at the fastest pace across all industries in the past three years, growing 16 percent, Labor Ministry data show.

The shift is accelerating, thanks to a near record-high currency that?s wiping out profits at exporters including Panasonic and Sony Corp., giving the government no time to ease the transition. Panasonic forecast its biggest annual loss in a decade this fiscal year, while Sony estimated it will lose 90 billion yen ($1.2 billion).

Panasonic and Sony shares have slumped 45 percent and 53 percent this year, helping pull the benchmark Topix index 20 percent lower. At the same time, Message Co., the nation?s second-biggest operator of nursing homes by number of rooms, has risen 1.6 percent, and Nichii Gakkan Co., operator of the largest number of homes, is up 25 percent.

?Future of Japan?

Services such as nursing and health care are ?the future of Japan,? said Curtis Freeze, founder of Honolulu-based Prospect Asset Management Inc., who is considering adding Message to the $300 million that Prospect manages because its employment policies may reduce staff-turnover costs. Manufacturers ?are in the middle of restructuring, and they?re going to struggle. It?s the smaller services companies that will do most of the hiring.?

Health care, with 19 percent of working women, isn?t the only field to add jobs in the past three years: Education -- another profession where women outnumber men -- as well as research, restaurants and real estate also have grown, even as Japan lost a net 12.1 million positions.

Forty-two percent of people employed in 2010 were women, the highest share since the Labor Ministry made comparable data available in 1973, when the figure was 38.5 percent.

?Really Tough?

?It?s really tough right now,? said Reiko Sato, 31, at the government employment office near her home in Tokyo. ?It?s the end of the year, so there are lots of short-term positions at department stores or restaurants that everyone?s competing to get. It?s easier for the girls, because that?s who the stores want. I just feel bad for the men who have to come here. They probably won?t have something in time for the New Year.?

Manufacturing, where men outnumber women by more than 2-to- 1, is still Japan?s largest employer, accounting for about 16 percent of its 62.5 million workers. In construction, the ratio of men to women is 6-to-1. Since October 2008, the former shrank payrolls by 9 percent and the latter by 11 percent. Meanwhile, the health-care workforce will grow 32 percent from 2010 to 2020, according to Works Institute.

Pay Gap

As a result, one of the developed world?s biggest gender- pay gaps -- second only to South Korea and roughly double the average in the Organization for Economic Cooperation and Development -- is narrowing. Women between 30 and 34 earned an average 2.99 million yen last year, 69 percent of the 4.32 million yen for men, according to National Tax Agency data. That?s up from 55 percent in 1978.

The increase may help shift consumer spending toward services women prefer, such as traveling and dining out, and away from durable goods including cars and electronics, said Kyohei Morita, chief Japan economist at Barclays Capital in Tokyo. HIS Co., Japan?s largest listed travel agency, has risen 4.3 percent this year, to 2,141 yen.

?It?s because I work that I can go on these trips and buy my favorite makeup,? said Ayumi Ohtaki, a 27-year-old call- center operator in Tokyo who earns 240,000 yen a month. While she?s in no hurry to marry, she said she would want to keep her job after her wedding to ensure she could continue to buy the things she wants.

?If the money?s just from my husband, I wouldn?t be able to do anything fun,? she said.

Birth Rate

With women like Ohtaki marrying later and delaying starting a family, and more men struggling to find work, Japan?s falling birth rate is likely to get worse, said Mary Brinton, a sociology professor at Harvard University in Cambridge, Massachusetts, who studied the lives of young Japanese men shut out of well-paid, full-time work in the 1990s.

The number of babies born in 2010 was 1.07 million, down from 1.19 million in 2000, according to the Health, Labor and Welfare Ministry.

?This so-called mancession is going to cause continuing problems for the marriage rate and birth rate,? she said. ?Many young Japanese men say they want to have a stable job before they consider marrying.?

Even so, the shift toward more female employees isn?t likely to boost overall consumer spending because the factory jobs being lost paid more than the newly created service positions. Social services and nursing paid an average 229,732 yen a month last year, 63 percent of the 362,340 yen for factory workers and 62 percent of the 373,288 yen earned in construction, according to the labor ministry.

?The reality is that women get paid less,? Morita said.

Global Trend

The trend of women replacing men in Japan?s workforce mirrors a similar shift in other developed nations as companies cut back payrolls. Last year, the average male unemployment rate among the OECD countries was 8.5 percent, compared with 8.1 percent for women, according to the organization?s website. In 2000, the situation was reversed, with 5.8 percent of men jobless and 6.8 percent of female workers.

Japan?s unemployment rate in 2010 was 5.4 percent for men and 4.6 percent for women, a record gap. Joblessness may rise to 7.1 percent for men and 5.9 percent for women by 2020, Works Institute estimates.

That?s a bleak outlook for Ogawa, who lives alongside Kadoma?s rusting, shuttered factories, which once drew laborers from across Japan as they boomed with the Panasonic headquarters they surround. He says the stagnation has changed the attitude of young people in their 20s like his son and daughter, who hoard the money they earn rather than spending it.

?It?s hard to tell them to aim high when I?m struggling to find a job,? Ogawa said. ?I don?t dare talk about my good times when I was their age; they just wouldn?t understand.?

We?ve seen quite a few Android gaming handsets make their way out of China and while the JXD S7100 doesn?t look much different, it?s what this handset has on the inside that really caught our eye. Boasting specs more along the lines of a Galaxy S II device, the JXD offers almost the same processor with a dual-core Cortex A-9 processor and Mali 400 graphics core powering the device. This makes the JXD more than capable of most graphics intensive Android titles as long as they don?t require anything over Android 2.2, which the device comes shipped with. Also found ?

Sony getting out of flat-panel TV venture with Samsung

TOKYO ? In a bid to streamline its money-losing television business, Sony said Monday it would sell its stake in its flat-panel joint venture with Samsung Electronics, letting go of more of its production capacity at a time when outsourcing has become the norm in the world of manufacturing.

Sony, the Tokyo-based technology and entertainment giant, which makes the Bravia liquid-crystal display televisions, said in a statement that it would sell its nearly 50 percent stake in the jointly owned manufacturer, S-LCD, to Samsung of South Korea for 1.08 trillion won, or $939 million.

Sony's exit from the joint venture, set up in Tanjeong, South Korea, in April 2004, would allow it to switch to less expensive outsourcing options that might allow it to resuscitate its struggling TV business. The only other LCD panels Sony manufactures are at its joint venture with Sharp, in which Sony owns a 7 percent stake.

Cutthroat competition in a peaking market is squeezing margins for TV manufacturers, especially Sony, which analysts have long criticized for high production costs.

Police: Florida man shot while trying to sell car

Police say a South Florida man trying to sell his car was shot by the prospective buyer.

Boynton Beach Police spokeswoman Stephanie Slater says police called to the scene Sunday found the man standing next to his car and smoking a cigarette in spite of a gunshot wound to the upper left side of his chest.

The man told police he was selling his Cadillac and had taken a potential buyer for a test drive.

According to police, the buyer tried to rob the car's owner at gunpoint.

The owner told police he defended himself with a knife concealed in his cane before he was shot. The buyer fled on foot.

Slater says the Cadillac's owner was hospitalized and expected to live. Police are searching for the gunman.

Sony Ericsson LT28at details rumoured, 4.55-inch display and 13MP camera

The largest 2012 Sony Ericsson yet could be on the cards, as a Bluetooth End Product List has apparently revealed that a 4.55-inch display packing LT28at is on the way.

The LT28at, heading to AT&T, will feature the aforementioned screen with 720 x 1280 pixel resolution, as well as a sizable 13 megapixel rear facing camera, with LED flash and a 720p shooter on the front.

Apparantly we?re also looking at s a 1.5GHz dual-core chipset too.

Early thoughts that the? LT28at could be the US version of the Nozomi seem unfounded given that this device is considerably larger.

Here?s hoping more deets emerge at the forthcoming CES event in January.

Madison Mayor Blames State For Tax Increase

It's property tax time in the city of Madison, and a letter from Mayor Paul Soglin blames the state for a local tax increase.

It all has to do with how much money local governments get from the state each year through what's called "shared revenue," which is a portion of state income taxes shared to help cover government costs.

This year, Madison took a 25 percent cut, and the mayor said that's part of why homeowners' tax bills may have gone up this year.

As resident Charles Quackenboss made his way to city hall to pay his property tax bill, he said it wasn't as bad as he expected.

"It was up about $150 over last year, and I think that is outstanding," said Quackenboss after paying his bill. "I think the mayor and county executive did a good job of keeping the tax levy reasonable. It could have gone up a lot more."

City of Madison taxes went up 3.7 percent this year, and in a letter with tax bills the mayor said that's primarily because of a cut in state aid.

"There is no question that the state's shared revenue decisions have driven up the property tax in Madison," said Soglin.

Soglin argued that the formula to figure out local aids needs to change. Although Madison is the second largest city in the state, it gets the 15th most shared revenue.

"The formula was well-intended to deal with issues of population and poverty, but it was always assumed that the state would be fair in terms of the funding," said Soglin.

Todd Berry, of the Wisconsin Taxpayers Alliance, said that's exactly why Madison gets less -- because it is considered a property-wealthy city.

"Either the appropriation has to be made larger so Madison will compete for some money, or they've got to take it away from poorer communities like Milwaukee, Beloit or Racine to give it to Madison," said Berry. "So it is a little unfair to suggest that the state is entirely to blame here."

But as Quackenboss looks at his bill, he said he thinks the city should get more money, too.

"When you're considering Madison, you must consider city services to all state buildings," said Quackenboss. "I don't think we get all the state money that we should for that."

Soglin and Berry said the other problem is that the funding formula hasn't really been used since the early 2000s. The Legislative Fiscal Bureau confirmed that local aids have been flat or cut since the early 2000s under Gov. Jim Doyle and Gov. Scott Walker.

Better tests needed to detect, treat prostate cancer, doctors say

A blood screening result that suggests prostate cancer is bound to provoke high anxiety -- even though up to 80 percent of those findings turn out to be false positives. Anxiety deepens, of course, if a biopsy confirms a cancer diagnosis -- to the extent that many men demand surgery or radiation even when they don?t need it.

Now, two national health panels have made startling recommendations that call into question the way doctors have been handling prostate cancer testing and treatment. One panel said men should skip standard prostate-specific antigen (PSA) testing unless they have symptoms such as urinary blockage or pain. A second panel urged many men with low-risk prostate tumors to turn to ?active surveillance? rather than immediate surgery or radiation.

The recommendations -- the first is part of a draft report by the U.S. Preventive Services task force in October, the second came from a panel convened by the National Institutes of Health this month -- have generated controversy, even as researchers in South Florida and elsewhere work to develop better methods.

?Skipping the PSA is the wrong way to approach it. It?s an extreme viewpoint that will have terrible ramifications on public health if it goes forward,? says Dr. Bruce Kava, interim chair of urology at the University of Miami Miller School of Medicine. ?I?ve had patients whose cancer was discovered by a PSA test,? adds Dr. Rakesh Singal, a urologist and prostate cancer researcher at the UM medical school.

The Preventive Services task force recommendation came after a months-long study of clinical trials around the world. ?The common perception that PSA-based early detection of prostate cancer prolongs lives is not supported by the scientific evidence,? the draft report said. The task force is a congressionally mandated panel of doctors, nurses and other specialists that develops recommendations for doctors and hospitals.

The second recommendation, from a ?consensus panel? of 14 researchers and clinicians convened this month by the National Institutes of Health, tackled the treatment side: ?Treatment of low-risk prostate cancer with radical prostatectomy or radiation therapy leads to side effects such as impotence and incontinence. Active surveillance has emerged as a viable option.?

Responding to those concerns, researchers in South Florida and around the world are working on better screening tests to replace or at least supplement the PSA test, which has been use since 1986. Such improved tests could make the screening controversy ?moot,? the U.S. Cancer Foundation says. It says studies also are underway to better guide how aggressive treatment should be when cancer is confirmed.

The prostate, a small-plum-sized gland that sits above the base of the penis and helps produce semen, becomes enlarged in half of all men by age 60, and half of those will have symptoms such as frequent urination, weak stream or inability to completely empty the bladder.

Judge hears 'Sister Wives' challenge of Utah law (AP)

SALT LAKE CITY ? Attorneys for a polygamous family made famous on a reality television show on Friday asked a Utah federal judge not to block their challenge of the state's bigamy law.

Kody Brown and wives Meri, Janelle, Christine and Robyn filed a lawsuit in Salt Lake City's U.S. District Court in July.

The stars of the TLC show "Sister Wives" contend the law is unconstitutional because it violates their right to privacy ? prohibiting them from living together and criminalizing their private sexual relationships.

Under Utah law, people are guilty of bigamy if they have multiple marriage licenses, or if they cohabitate with another consenting adult in a marriage-like relationship. Any couple of any sex living together in an intimate relationship is considered marriage-like under the law, and such a living arrangement would be considered a felony. Any couple of any sex living together in an intimate relationship could be considered guilty of a felony under the law.

Formerly of Lehi, the Browns and their 17 children moved to Nevada in January after police launched a bigamy investigation. The Browns practice polygamy as part of their religious beliefs.

U.S. District Court Judge Clark Waddoups heard oral arguments in the case on Friday in Salt Lake City and took the matter under advisement. It's not clear when he will rule.

For the case to go forward, the judge must decide the Browns have been harmed by the bigamy law.

In court, the Browns' Washington-based attorney, Jonathan Turley, said the family has suffered losses of income and been forced to move out of state because they were under investigation for bigamy.

They've also suffered "reputational harm" because the law labels the Browns' family a "criminal association," and because some Utah County prosecutors have said publicly that it would be easy for authorities bring charges because the Browns have already acknowledged felonies on national TV.

"This family was fearful of arrest ... they still are," Turley said. "It's why they are not here (in court) today."

Assistant Utah Attorney General Jerrold Jensen called the Browns' lawsuit "great TV drama" but said there's no real threat to the family, which has neither been arrested or charged with any crime.

Jensen said it's more likely the Browns were harmed by publicizing their lifestyle on television, not by actions taken by the state.

"The Browns have perceived that they will be prosecuted," Jensen said. "That is a misperception, at least at this point."

Jenson also said the Browns assume that an ongoing investigation by Utah County authorities is related to allegations of bigamy.

"It's over something else," Jensen said.

Utah County Attorney Jeff Buhman has not disclosed the nature of their investigation publicly and a message left for him Friday was not immediately returned.

Buhman's office has no stated policy related to the prosecution of polygamists.

On Friday, Jensen said the attorney general's office policy is to only file bigamy charges against a polygamist in connection with other crimes, such as underage marriages, child abuse or welfare fraud. A straight bigamy prosecution hasn't been filed in Utah for more than 50 years, Jensen said.

A check of state court records by The Associated Press, however, found at least two cases.

Bob Foster had three wives when he was arrested and charged with bigamy in 1974. He pleaded no contest and was sentenced to six months in jail. He was released after 21 days and ordered to serve five years of probation. A judge also said Foster was not allowed to live with his families. Foster died from cancer in 2008. He was still married to all three women.

Mark Easterday was arrested and charged with bigamy in 1999. Authorities were alerted to Easterday's multiple marriage as part of a custody battle during his divorce from his first wife. He ultimately pleaded no contest to adultery because the divorce was finalized before the bigamy case went to trial. Easterday was sentenced to probation.

Easterday, who left Utah and is currently married to two women, told The Associated Press he believes the Browns are right to fear a bigamy prosecution.

"I know from experience that they do prosecute," Easterday said. I think they should change the law over the entire country. Why it is that in some places a woman and a woman can be married, but a man can't have another wife?"

Polygamy in Utah and across much of the Intermountain West is a legacy of 19th century Church of Jesus Christ of Latter-day Saints. Mormons abandoned the practice of plural marriage in the 1890s as a condition of Utah's statehood and now excommunicates members found engaging in polygamy.

An estimated 38,000 self-described Mormon fundamentalists continue the practice, believing it brings exaltation in heaven. Most keep their way of life a secret.

Typically, polygamous men are legally married to their first wives and wed subsequent brides only in religious ceremonies. The couples consider themselves "spiritually married."

(AP) ? Russ Smith can always provide an offensive boost for Louisville. His defensive contributions will keep him on the court even longer.

Smith set personal bests with 24 points and seven steals as No. 4 Louisville survived a rough-and-tumble matchup with former conference foe Memphis 95-87 on Saturday to extend the Cardinals' home winning streak to 18 games.

"Seven steals is just a great accomplishment," said Smith, who made the most of a rare start. "Anybody can get 24 points, but seven steals is really special."

Coach Rick Pitino almost passed on Smith despite shining as a youngster at their basketball camps. But Smith grew from 5-foot-9 to a 6-foot frame and kept impressing Ralph Willard, who stepped down as the school's director of basketball operations earlier this year.

"Ralph just kept saying, Russ is the guy we need," Pitino said. "Russ was terrific. He's got great hands. He has no fear. ... I'm real proud of him."

Gorgui Dieng added 14 points and 14 rebounds in the schools' first meeting since the Cardinals (10-0) beat the Tigers (5-4) by a point to win the Conference USA tournament in 2005 before departing for the Big East.

Will Barton set career highs with 28 points and 16 rebounds for Memphis, which rallied from a 13-point second-half deficit to take the lead before the Cardinals overwhelmed the Tigers down the stretch in a game that featured 54 fouls.

"It was like a war we ended up winning," Dieng said. "It was physical."

Louisville is off to its best start since the 1996-97 season and on its longest winning streak at home in 27 years. It took almost everything the Cardinals had to extend it.

After Memphis rallied from a 13-point deficit to take a 58-55 lead, the two sides traded baskets for 6 minutes until Louisville took control.

"They withstood our runs, and they made the last one that counted," Barton said.

With the game tied, Chane Behanan hit two free throws, Rakeem Buckles finished a layup on a fast break, Dieng grabbed an offensive rebound and hit a shot in traffic, and Kyle Kuric finished an alley-oop slam from Smith to give the Cardinals a 78-70 lead with 4:49 to play.

Chris Smith's 3-pointer gave Louisville an 83-73 lead and Tigers never got back within a possession as the Cardinals finished with seven players in double figures. Peyton Siva finished with 13 points, Buckles 12, Kuric and Smith 11 apiece and Behanan 10 for Louisville.

Joe Jackson scored 22 points for Memphis and Chris Crawford added 12.

This game harkened back to the two schools' time together in the Missouri Valley Conference, the Metro Conference and Conference USA with Memphis wearing throwback uniforms from their days under coach Gene Bartow in the early '70s. Pitino has advocated that Memphis be added to the expanded Big East conference, and games like this could bolster the Tigers' chances.

"It was exciting to have Memphis back. We've had some great games with them. I'm just hoping the Big East gets smart and does something about that and allows them to come into the league," Pitino said. "I keep getting on the pulpit and saying this: We got hurt big time and we need Memphis. Memphis doesn't need us, we need Memphis. We need Temple. We need to build up basketball again."

Kuric hit a 3-pointer to give Louisville a 47-34 lead with 18 1/2 minutes left, but Memphis rallied with a 13-3 run. Jackson hit a jumper and gave Memphis its first lead in nearly 20 minutes when he scored with a floater off the backboard and was fouled.

Jackson pumped his fist, yelling "That's right!" then sank the free throw that gave Memphis a 58-55 lead. But Buckles answered with a free throw and a 3-pointer to keep the game close until Louisville's decisive 8-0 spurt.

Memphis gave up 24 points off turnovers and missed 14 free throws, the two reasons Memphis coach Josh Pastner cited in the loss.

"It's pretty black and white," Pastner said.

The Cardinals have big games looming later this month with No. 16 Georgetown on Dec. 28 and a Dec. 31 trip to No. 3 Kentucky, but this was a win to savor against their former rival.

"We definitely still got work to do. It's still early and we've still got conference play," Russ Smith said. "That's what's important.

The Tigers began the season ranked 11th in the poll after returning all five starters and 10 letter-winners, but dropped games to Michigan and Georgetown in the Maui Invitational before losing at home to Murray State on Sunday.

Russ Smith scored 13 of Louisville's first 17 points, while Dieng started slow with five straight misses before making four of his next five shots to record his third straight double-double and give Louisville some breathing room. The lead would grow to 13 before Memphis finally rallied.

"We cannot just start out slow. I don't know what it is but we've got to fix that immediately if we're going to be the team we want to be," Barton said. "I think we'll fix it. It's not too late. But we've just got to do it. I'm sick of talking about it, we've just got to do it."
