Analysis: Israeli credibility on line over Iran nuclear challenge

JERUSALEM (Reuters) - Israel risks a loss of credibility over both its "red line" for Iran's nuclear program and its threat of military action, and its room for unilateral maneuver is shrinking.

After years of veiled warnings that Israel might strike the Islamic Republic, Prime Minister Benjamin Netanyahu laid out an ultimatum at the United Nations last September.

Iran, he said, must not amass enough uranium at 20 percent fissile purity to fuel one bomb if enriched further. To ram the point home, he drew a red line across a cartoon bomb, guaranteeing him front page headlines around the world.

However, a respected Israeli ex-spymaster says Iran has skillfully circumvented the challenge. Other influential voices say the time has passed when Israel can hit out at Iran alone, leaving it dependent on U.S. decision-makers.

"If there was a good window of opportunity to attack, it was six months ago - not necessarily today," said Giora Eiland, a former Israeli national security adviser. Pressure from Washington, he said, had forced Israel to drop its strike plan.

Israel has long insisted on the need for a convincing military threat and setting clear lines beyond which Iran's nuclear activity should not advance, calling this the only way to persuade Iran that it must bow to international pressure.

Serving officials argue that Netanyahu's repeated warnings of the menace posed by Iran's nuclear project have pushed the issue to the top of the global agenda and helped generate some of the toughest economic sanctions ever imposed on a nation.

But some officials have also questioned the wisdom of his red line, arguing that such brinkmanship can generate unwelcome ambiguity - as the United States has discovered with its contested stance on the use of chemical weapons in Syria.

Amos Yadlin, a former military intelligence chief who runs a Tel Aviv think-tank, suggested last week that Israel had also got itself into a tangle, saying Iran had expanded its nuclear capacity beyond the Israeli limit, without triggering alarms.

"Today it can be said that the Iranians have crossed the red line set by Netanyahu at the U.N. assembly," Yadlin told a conference at the Institute for National Security Studies (INSS), which he heads.

Netanyahu's office declined to respond to Yadlin's remarks, noting that the prime minister, in recent public statements, had said Iran was "continuing to get closer to the red line".

Tehran denies there is any military component to its nuclear activities, saying it is focused only on civilian energy needs. It charges that Israel, widely believed to have the Middle East's only nuclear arsenal, is the greater regional threat.

Keeping in step with Netanyahu, Israeli defense and military officials issued clear warnings this month that Israel was still prepared to go it alone against Iran, once more beating the drums of war after months of relative quiet.

"We will do what is necessary when it is necessary," armed forces chief of staff Benny Gantz told Israel Radio on April 16.

But there is increasing skepticism within diplomatic circles about the viability of such an option. Envoys doubt that the Israeli military could now make much of a dent on Iran's far-flung, well-fortified nuclear installations.

"If nothing happened last year, I struggle to see why it will happen this year," said a top Western diplomat in Tel Aviv, speaking on condition of anonymity given the sensitivities.

Israeli President Shimon Peres has done little to bolster belief in unilateral action, making clear this month that he thought U.S. President Barack Obama would be the one to go to war against Iran if nuclear diplomacy failed.

"He knows no one else will do it," Peres told Israeli TV.

The United States offered Netanyahu a new array of military hardware last week, including refueling tankers that could be used to get fighter jets to and from Iranian targets.

However, Israel cannot match the sort of firepower that the United States could bring to a battlefield. For example, Israel lacks the biggest bunker-busting bombs that experts say would be needed to penetrate Iran's underground Fordow enrichment plant.

Such limitations always cast doubt on a possible Israeli assault and the more time passes, the more the doubts grow.

Ehud Barak, the previous Israeli defense minister, said in November 2011 that within nine months it would probably be impossible to halt Iran because it was increasing the number of centrifuges and its network of sites, creating what he termed a "zone of immunity". Seventeen months have gone by since then.

RECONVERSION RATES

Washington has promised Israel it will not let Iran develop a nuclear bomb. Israelis get jittery, however, because they have set a very different clock for when they believe it would be necessary to intervene - hence the importance of the red line.

The Israelis make no distinction between Iran developing the capacity to build an atomic bomb and having the actual weapon. Yadlin told the INSS conference that as soon as Tehran could put just one rudimentary device on a boat and sail it to an Israeli port, it was a de-facto nuclear-armed nation.

Some analysts question whether Iran would indeed attack Israel if it had an atom bomb, or even try to build one, rather than just establish an apparent nuclear capability to project deterrence and regional power. To fire a nuclear weapon at Israel, they say, could spell the ruin of the Islamic Republic in counter-strikes by a foe with a far bigger nuclear arsenal.

Gantz himself said last year he felt Iran's leadership was "very rational" and unlikely to build an atomic bomb.

The U.S. concern is to prevent Iran, which has called for Israel's destruction, from reaching the verge of acquiring a nuclear bomb - a nuance at variance with Israel's position that provides a longer window of opportunity to continue diplomacy.

Exasperated by Washington's refusal to set a clear ultimatum, Netanyahu came up with his 240-250 kg (530-550 pound) limit for 20 percent enriched uranium, hoping this would concentrate minds. The Iranians stayed below this threshold by converting 110 kg of the gaseous material to solid form that they say is destined to power a research reactor.

Yadlin said that rather than turn all of this into solid reactor fuel, Iran had kept 80 kg of it in the interim powdered state. That, he said, could be converted back to original gas form in around a week, inflating the stockpile beyond 250 kg.

With the red line in possible jeopardy, and unilateral military action in doubt, one security official suggested that Israel might turn to covert sabotage, with renewed focus on those specifically working on the 20 percent enrichment.

Five Iranian scientists and academics have been killed or attacked since 2010 in incidents believed to have targeted Iran's nuclear program. Israel has remained silent about the attacks and other known acts of sabotage at Iranian sites.

Taliban start spring Afghan offensive with bombing

KABUL, Afghanistan (AP) ? Taliban insurgents marked the start of their spring offensive on Sunday by claiming responsibility for a remote-controlled roadside bomb blast that killed three police officers.

In past years, spring has marked a significant upsurge in fighting between the Taliban and NATO forces along with their local allies. This fighting season is a key test, as the international coalition is scheduled to hand over security responsibilities to Afghan forces next year.

In Sunday's attack in Ghazni province in southern Afghanistan, a bomb exploded under police vehicles traveling to the district of Zana Khan to take part in a military operation against insurgents, Mohammad Ali Ahmadi, the province's deputy governor, told The Associated Press.

He said the blast destroyed the vehicle carrying Col. Mohammad Hussain, the deputy provincial police chief, killing him and two other officers. Ahmadi said two officers also were wounded in the insurgent operation, which he said clearly targeted Hussain.

Taliban spokesman Zabiullah Mujahid claimed responsibility in an email sent to news media. He called the bombing the first attack in the Taliban spring offensive.

April already has been the deadliest month this year for attacks across the country, where Afghan security forces are increasingly taking the lead on the battlefield in the war that has lasted more than 11 years.

Insurgents have escalated attacks recently in a bid to gain power and influence ahead of next year's presidential election and the planned withdrawal of most U.S. and other foreign combat troops by the end of 2014. U.S.-backed efforts to try to reconcile the Islamic militant movement with the Afghan government are gaining little traction.

There are about 100,000 international troops in Afghanistan, including 66,000 Americans. A top priority of the U.S. force, which is slated to drop to about 32,000 by February 2014, is boosting the strength and confidence of Afghan forces.

Also Sunday, the U.S. Air Force said the coalition plane that crashed on Saturday in southern Afghanistan, killing four service members, was a MC-12 Liberty aircraft.

The twin-engine turboprop plane provides intelligence, surveillance and reconnaissance, or direct support to ground forces. It crashed in Zabul province, about 180 kilometers (110 miles) northeast of Kandahar Air Field, the Air Force statement said.

The four Air Force service members were deployed to the 361st Expeditionary Reconnaissance Squadron with the 451st Air Expeditionary Wing at Kandahar Air Field, the statement said. Their bodies were recovered. The cause of the crash is under investigation, but NATO has said initial reports indicate there was no enemy activity in the area where the plane went down.

Taliban has named its spring offensive after Khalid ibn al-Walid, a companion of Islam's Prophet Muhammad who became a legendary Muslim military commander known as the "Drawn Sword of God." The insurgents said their forces planned to infiltrate enemy ranks to conduct "insider attacks" and target military and diplomatic sites with suicide bombers.

In the eastern province of Nangarhar, two local officials said insurgents attacked a U.S. convoy as it passed through two nearby villages on Sunday and that four Afghan civilians were killed in the crossfire when the soldiers fired back. The U.S.-led international military coalition said it was investigating reports of civilian casualties in the province on Sunday but could not immediately confirm them.

The coalition also said Afghan and foreign forces arrested six insurgents on Sunday ? three in Helmand province, one in Baghlan province and two in Kandahar province. The report said the two taken into custody in Kandahar city included a local Taliban leader who allegedly coordinated assassinations, sniper ambushes and other attacks against coalition and Afghan forces.

Android App Video Review: Into the Dead

?

Into the Dead from PikPok is an endless first person runner game full of zombies, and ironically, in absolute defiance of all expectations and despite combining two of the most common tropes in mobile gaming, it's actually a very unique and stylish game unlike any other. That's probably due to the creativity of a developer like PikPok, though.

?

Essentially, you're just dropped in the middle of a zombie apocalypse world, and immediately have to start running. As you run, you'll notice one or two zombies in your path, and then one or two hundred. The idea is to keep pressing onward, slanting your run left or run via tilt or touch controls to dodge any zombies directly in your path. You don't have to dodge them perfectly. Even if you hit one to some extent while dodging, you'll glance off the side and stagger for a bit before regaining your composure. You'll also bounce off trees and other such obstacles in the same fashion. It's while you're staggered that things can get tricky in a jiffy. Also, you'll jump over fences and logs automatically.

You aren't totally defenseless though. As you run, you'll see weapon crates marked by a glowing flare. As you complete mission objectives and reach higher levels of difficulty, you'll unlock cooler weapons, from shotguns and chainsaws to an eventual mini-gun. If you're having trouble picking up crates, they're also marked by a ring of birds in the sky, which you can see from a much greater distance. Everything is built around the coin and mission system. Coins earned through play and completed mission objectives can be used to buy starting perks, like extra ammo, a starting weapon, or a starting distance of 1,500 meters. They can also be used to get early access to weapons, and even to straight up bypass certain difficult mission objectives. Your gamer pride will probably keep you from doing this for a while, but believe me when I say that some objectives just aren't worth it, and will take too long to pull off. Naturally, you can buy coins in-app with real money. The game becomes repetitive and formulaic quickly, but what it lacks in variety, it excels with in style and presentation. No other runner has ever felt so atmospheric or tense, and the first time you run into a zombie that ends your run, it's kind of freaky. All in all, I can definitely recommend Into the Dead, as it's totally free.

'Unjustly enriched': Government sues Lance Armstrong

AUSTIN, Texas (AP) ? The federal government is going after Lance Armstrong's money. As much as it can get.

The Justice Department unveiled its formal complaint against Armstrong on Tuesday, saying the cyclist violated his contract with the U.S. Postal Service and was "unjustly enriched" while cheating to win the Tour de France.

The government had previously announced it would join a whistle-blower lawsuit brought by former Armstrong teammate Floyd Landis under the federal False Claims Act. Tuesday was the deadline to file its formal complaint.

The Postal Service paid about $40 million to be the title sponsor of Armstrong's teams for six of his seven Tour de France victories. The filing in U.S. district court in Washington, D.C., says the USPS paid Armstrong $17 million from 1998-2004.

The lawsuit also names former team Armstrong team director Johan Bruyneel and team management company Tailwind Sports as defendants.

"Defendants were unjustly enriched to the extent of the payments and other benefits they received from the USPS, either directly or indirectly," the complaint said.

The financial costs for Armstrong and Bruyneel could be high. The government said it would seek triple damages assessed by the jury. Armstrong has been dropped by his personal sponsors and left the cancer-fighting foundation he started in 1997.

Armstrong had previously tried to negotiate a settlement, but those talks fell through before the government announced it would join the Landis lawsuit. Settlement talks could resume as the case proceeds to trial.

Armstrong, who in January admitted using performance-enhancing drugs after years of denials, has argued that the Postal Service's endorsement of his team earned the government agency far more than it paid him.

Armstrong attorney Elliot Peters called the government's complaint "opportunistic" and "insincere."

"The U.S. Postal Service benefited tremendously from its sponsorship of the cycling team. Its own studies repeatedly and conclusively prove this," Peters said. "The USPS was never the victim of fraud. Lance Armstrong rode his heart out for the USPS team, and gave the brand tremendous exposure during the sponsorship years."

The government must prove not only that the Postal Service was defrauded, but that it was damaged somehow.

Previous studies done for the Postal Service concluded the agency reaped at least $139 million in worldwide brand exposure in four years ? $35 million to $40 million for sponsoring the Armstrong team in 2001; $38 million to $42 million in 2002; $31 million in 2003; and $34.6 million in 2004.

Landis attorney Paul Scott dismissed the idea that money gained by the Postal Service should negate the claims of fraud. Scott the Postal Service is tainted by the drug scandal.

"Even if the USPS received some ephemeral media exposure in connection with Mr. Armstrong's false victories, any illusory benefit from those times will be swamped over time immemorial by the USPS forever being tied to the largest doping scandal in the history of sports," Scott said.

The formal complaint against Armstrong appears to rely heavily on evidence and statements supplied by Landis and gathered by the U.S. Anti-Doping Agency for its 2012 investigation that exposed a doping program on the USPS team. Armstrong has been banned from sports for life and stripped of his seven Tour de France victories.

As Armstrong's teammate, Landis participated in the doping program. He was later stripped of his 2006 Tour de France title won with another team because of his own doping violations.

Bruyneel, who lives in London, also has been charged by USADA with doping violations but is fighting that case in arbitration.

The government notes the contract with the Postal Service required riders to follow the rules of cycling, which included bans on performance-enhancing drugs and methods. Armstrong now admits using steroids, blood boosters and other illegal performance-enhancing drugs and measures to win.

By breaking the rules and covering it up, Armstrong and Bruyneel committed fraud against the U.S. government, the complaint said.

The complaint said that for years, team officials assured the Postal Service that the team wasn't doping.

Armstrong had been the target of a federal criminal grand jury, but that case was closed without charges in February 2012. Armstrong has previously tried to settle the Landis whistleblower lawsuit, but those talks broke down before the government announced its intention to join the case.

Armstrong also is fighting a lawsuit from Dallas-based promotions company SCA to recover about $12 million it paid him in bonuses, and a lawsuit from the London-based Sunday Times, which wants to get back $500,000 it paid him to settle a libel case.

BitTorrent's Latest Bid For More Content To Its Platform: Investment Via Its New Accelerator

BitTorrentBitTorrent, the once-notorious file sharing service that has been repositioning itself as a legit platform for those in digital media to distribute and collaborate on their content to 170 million users, is taking a step to attract more media startups to its platform. Today, it is launching BitTorrent Acceleration, opening up its lab to startups working in sound, film, live streaming, media sharing, and peer-to-peer technologies. And it will offer marketing and product assistance, user testing services, and in some cases investment and acquisition opportunities. BitTorrent is not specifying how much it would typically invest in a company in the program, or how likely it would be that it might lead to BitTorrent (or someone else) buying it outright. “The valuation will be on a case by case basis, based on the stage of the product and what’s best for them. In some cases a long lasting partnership is a better fit than an acquisition,” said Farid Fadaie, director of product development, content initiatives. Unlike other accelerator programs, BitTorrent will focus on companies for the program that are beyond their earliest stages, and that BitTorrent feels would be good fits for the platform. “The purpose of this program is to accelerate the growth of companies who already have some traction. We will make our resources available to companies who have the potential to be attractive to our user base,” Fadaie added. BitTorrent’s Acceleration Program comes on the heels of a number of product launches from the company — all aimed at encouraging more use of its platform. They have included yesterday’s launch of Sync, an anonymous-style Dropbox competitor; Surf to speed up downloads in browsers (and promote specific content in the process);?SoShare for sending extra-large files; and BitTorrent Bundles?packaging content together to boost wider product launches (these have been used by authors like?Tim Ferriss?pushing new books and musicians promoting new albums). SEA is almost sure. For the second one, bets are open. I doubt that it will be for another JFK round-trip as DL and VS have to coordinate first their schedules between London and NYC. For example, DL 2 departs Heathrow at 1710 and VS 9 leaves LHR only 25 minutes later.
SLC ? additional DTW ? A big surprise ? With SEA, IAH and DFW are the main lacks in the DL / VS network ex LHR...
I believe the slots are from Alitalia. The morning Rome flight and a Milan flight have been added to LCY and dropped from LHR I think.

That SLC_LHR flight would make more sense if they are trying to add to the LHR network...but...could a 764 do it?

I know this may never happen but i wish it'll be MCO! Connections would be easier for European citizens. It's hard to connect at LGW because usually it means that you'll have to stay overnight or travel across London through different airports.

You're right. Won't happen on DL, especially since they are wanting a JV with VS who operates the route into Gatwick. It's a highly leisure market and they won't waste a valuable Heathrow slot on Orlando. I can see them launching Los Angeles, Washington DC, Dallas long before Orlando.

Such a low yielding route has nothing to do at LHR. Even BA with all their slots doesn't serve that route, so there is no way that DL would "waste" one of their slots on MCO.

Schedule-wise it would be fine. But daylight eastbound transatlantics only work between large O&D markets, since the schedule doesn't allow connecting feed on either end (leaves DTW too early, gets into LHR too late). And I can't really see DTW having enough demand on its own.

DL + VS isn't going to support many European connections from LHR, and most Skyteam destinations MCO-LHR-XXX already have 1-stops MCO-JFK/ATL-XXX. MCO-LON really needs to survive on O&D.
They want to get an earlier evening departure out of DTW with an earlier arrival into LHR in addition to the current flight. The current flight departs after 10pm and doesn't arrive into LHR until around 11am. A daytime eastbound from DTW isn't going to be plausible.

SEA has turned into a 767-300 long haul hub for DL with CDG, KIX, PEK, PVG, HND, and the occasional additional AMS flight, so I would expect it to be a 763.
I though there was some mention of a slot buy from Atalia....maybe that was a rumor or one of the slots?

The possible cities Delta mentioned were SEA, 2nd DTW, and SLC but based on slots. That seems to be in order of importance. With the Virgin deal i think LHR slots will be possible and SLC will happen just maybe not soon. SEA seems like its gonna happen.

There is definitely not room for both AA and DL on rdu-lhr. Maybe they want in if AA leaves but no sign if them leaving.

IMHO, DL would rather have frequency than capacity on the route -> Between the lines the other longhaul aircraft would be better suited elsewhere. The 764 is configured to the highest spec in the DL fleet; in my opinion.

A 744 or 77L would be a nice picture; but I doubt it would happen.


I don't believe these slots could be used for a day time flight. IIRC both are set for morning arrival into LHR and evening flights from the US.

AA will have to leave before Delta started RDU-LHR.

In 2011, Delta operated 10 weekly flights between DTW and LHR: The early evening departure from DTW was daily. A later departure (~11:00PM) operated 3x weekly (Tue, Wed, Sat).. Did this second flight ever operate daily?

CoAction Hero board comes with its own OS, simplifies desktop coding video

Although we've seen a deluge of tinker-friendly boards, many of them share a dirty secret: they're borrowing someone else's OS. The creator of the new CoAction Hero board, Tyler Gilbert, doesn't think that's good enough for those who want both control and ease of use. His stackable ARM Cortex-M3 design runs its own real-time platform, CoActionOS, that supports Raspberry Pi-style features like file systems and multitasking while abstracting the hardware enough to remove some of the usual headaches. Coding for the CoAction Hero is much like writing a desktop app, and a Qt-based developer kit helps owners write their own interface without knowing the circuitry inside-out. The board is being crowdfunded and won't ship until July if all goes according to plan, but a relatively low $10,000 target and $29 minimum pledge for a device should get the Hero into the hands of intrepid project builders.

(AP) ? Mike Brown and the Cavaliers are getting back together.

Brown, who led the Cavs to the playoffs in all five seasons he coached them from 2005-10, has agreed in principle to a contract to return as their coach for a second time, a person with knowledge of the situation told The Associated Press on Tuesday.

Brown hasn't yet signed his new deal, but has agreed to take the job, according to the person who spoke on condition of anonymity because negotiations were ongoing. Brown's hiring could be announced as early as Wednesday.

The sides are working through the length of the deal and other matters, but Brown's back with the team he guided to its greatest successes.

"I'm happy for him," said Miami's LeBron James, who played in Cleveland under Brown. "Very happy for him. I think he's a really good coach, very defensive-minded coach. It'll be good for those young guys that they have."

Brown went 272-138 and went to the playoffs every season with the Cavs, teaming with James on a run to the NBA Finals in 2007. He was fired by owner Dan Gilbert after the Cavs lost to Boston in the 2010 Eastern Conference semifinals, shortly before James decided he was leaving Cleveland as a free agent.

Brown spent one full season with the Lakers, but was fired by Los Angeles five games into this season.

The Cavs have been without a coach since firing Byron Scott last week following his third straight losing season.

One of the main factors in Brown's decision to come back to Cleveland was that he had already planned to move his family back to the area, long before Scott was fired. Brown is also close friends with Cavaliers general manager Chris Grant.

Brown met with Gilbert and Grant on Sunday in Detroit and negotiations intensified. Gilbert reached out to a few other high-profile coaches, including Phil Jackson. But Jackson had no interest and the search quickly zeroed in on Brown, who was the only candidate to be interviewed.

The Cavs knew they had to act quickly to snare Brown before they were in competition with other teams to sign him. Phoenix reportedly reached out to Brown about their vacancy in recent days, and other teams were expected to contact the 43-year-old.

And now that Brown is back in Cleveland, it remains to be seen what impact that could have on James one day returning to the Cavs. He can opt out of his contract with Miami next summer, and there has long been speculation about him coming back home to play in Northeast Ohio.

Last week, James positively touted Brown's possible return to Cleveland.

Beyond his stellar record and postseason triumphs, Brown also helped build a winning foundation with the Cavs. It certainly helped that James was around, but Brown instilled a winning attitude and defense-wins belief in his players.

Scott was fired last week after three seasons following a 24-win season and with one year left on his contract. Scott was strapped with a young, inexperienced squad but owner Dan Gilbert didn't think the Cavs made adequate progress ? especially on defense ? with him so he's handed his team back to the same coach he fired three years ago.

Brown's return to Cleveland isn't really all that surprising.

The Cavs wanted a successful, defensive-minded coach and they had their greatest success in five seasons under Brown, who was certainly helped by having James on his teams. But he has made the playoffs in all six seasons as an NBA head coach, and shown the ability to develop younger players during his first stint with Cleveland.

The Cavs won at least 45 games each season during Brown's tenure and went 66-16 in 2008-09 when he was named NBA Coach of the Year.

His teams in Cleveland always played solid defense, ranking among the top in most categories. James has credited Brown with making him a better defensive player and getting him to understand the importance of defending the basket. Brown, though, was criticized for a stagnant offense that too often relied simply on James' marvelous athletic skills, especially late in games.

Brown was fired by Gilbert after the Cavs were beaten in the 2010 playoffs by Boston. James was accused of quitting on the team during that series and there was tension in the final weeks between the league MVP and his coach.

But Brown's firing was more about Gilbert trying to make James happy and persuade him to re-sign, a strategy that ultimately didn't work when the superstar went to Miami.

Brown left Cleveland on good terms, which would take some of the awkwardness out of his return.

Even before Scott's firing, which seemed inevitable as the Cavs staggered to the end of the season by losing 16 of their last 18, Brown was looking for houses to return to Cleveland. He'll be closer to his oldest son, who will be a freshman basketball player at Butler next season and his younger son intends to finish high school with friends he made when his dad previously coached the Cavs.

Brown is inheriting a team with a bright future. As long as he can stay healthy, All-Star guard Kyrie Irving will only improve and in Anderson Varejao, Dion Waiters, Tristan Thompson and Tyler Zeller, the Cavs have a solid nucleus.

Cleveland has two first-round picks in June's NBA draft, the team has plenty of salary-cap space and Grant said last week that he intends to be aggressive in free agency this summer.

It appears the writing is on the wall, with the Chiefs and Dolphins discussing a trade and contract for Branden Albert. We don?t consider Joeckel the top tackle, but he is still a very solid prospect.

2. Jacksonville - OLB Dion Jordan, Oregon

Jordan is an outstanding talent who shows comfort in space and in coverage. Expect him to play the strong side linebacker role and add versatility to the Jaguars defense. When comparing his other tools, I am actually least confident in Jordan?s pass rushing ability, but his ceiling is very high in that area.

3. Arizona (Trade with Raiders) - LT Eric Fisher, Central Michigan

Fisher probably tops some teams? boards, just as he does ours, and although the Cardinals have mentioned they are happy with their tackle situation... it might not be the truth. The Chippewa would instantly bring consistency to a porous offensive line.

4. Philadelphia - DT Star Lotulelei, Utah

Don?t pigeonhole Star as a nose tackle, since he can help the entire three man front in a variety of different ways. Sure, he wasn?t effective on every one of his snaps, but he was on the field for 91.2 percent of the team?s defense plays in 2012.

5. Detroit - T Lane Johnson, Oklahoma

The Lions might be the floor for all three offensive tackles. Riley Reiff appears locked in at one of the guard spots, so the team needs to find its edge protectors. Johnson is an excellent talent who can play immediately.

6. Cleveland - CB Dee Milliner, Alabama

If Milliner is not selected here, he might drop a bit. In this scenario, I think the Browns have narrowed their list to Milliner, Barkevious Mingo, and Ezekiel Ansah. Of the three, Milliner would likely have more impact during his rookie season.

7. Oakland (Trade with Cardinals) - DT Sharrif Floyd, Florida

Like Milliner, if Floyd is not selected here he might be waiting a while. However, this is a great fit with the thickly built defensive tackle who can win by working through or around blocks.

8. Buffalo - QB Ryan Nassib, Syracuse

The closer we get, the more confident I am that this will be the pick. A ?get your guy when you can? scenario, if you will. However, I wouldn't be surprised if the quarterback run does not take place until later in the first-round.

The loss of their top corner will hurt, but the Jets fared fine with Antonio Cromartie as their top CB. Mingo would add youth to the edge pass rushing unit, combining his talents with Coples and Wilkerson who play in the versatile front.

15. New Orleans - CB Xavier Rhodes, FSU

Rhodes is an aggressive, in your face corner who loves to jam and ride at the line of scrimmage. That style appears to fit the Saints, however, I wouldn?t be surprised to see Rhodes selected a few spots later.

16. Tennessee (Trade with Rams) - G Chance Warmack, Alabama

I think Mike Munchak has a soft spot for Warmack, and who can blame him. Sure, the team upgraded one of their guard spots, but Warmack would turn the position into a strength in just one offseason.

17. Pittsburgh - S Johnathan Cyprien, FIU

The team could look at a player from a larger school in Eric Reid (a pick I would disagree with), but Cyprien is a much better talent. He can play close to the box or even in the deep half.

18. Dallas - DT Sheldon Richardson, Missouri

In moving to a four man front, the Cowboys lack a true 3 technique defensive tackle whose main job is to penetrate. Richardson?s is very athletic for his size and can shoot gaps off the snap or run the line to chase.

19. New York Giants - DE Cornellius Carradine, FSU

A perfect landing spot for the talented pass rusher. Carradine appears to be on track to play in 2013, but if not the team can afford a small amount of snaps from the Seminole. He could blossom in 2014.

20. Chicago - CB Jamar Taylor, Boise State

Taylor wins in a variety of different ways, holding his own in off man or zone situations but shining as a press corner. He is at his best when attacking and disrupting the catch point. Taylor wastes very little movement.

21. Miami (Trade with Bengals) - CB D.J. Hayden, Houston

Hayden is going to be selected early, it is just a matter of how high. The quick closing corner gets excellent vision and tracks the football to disrupt the target. Some have listed him as this year?s top prospect at the position.

22. St. Louis - G Jonathan Cooper, UNC

Cooper could be selected much higher, but I am always wary of placing interior offensive lineman early in the first-round. However, there is some buzz around Cooper possibly playing center, which is more coveted than guard.

23. Minnesota - LB Manti Te?o, Notre Dame

It seems clich?d, but Rick Spielman likes prospects from Notre Dame, and Te?o immediately fills a need. We aren?t sure if he will play at a high level on more than two downs, but the Vikings might think so.

24. Indianapolis - DL Datone Jones, UCLA

Don?t be surprised if Jones is a top 20 selection. The versatile defensive lineman wins on the outside with force and on the inside with quickness. He would line up as a 5 technique in Indianapolis.

25. Minnesota - DT Sylvester Williams, UNC

A wide receiver is certainly possible, but I think the NFL covets Williams more than those of us on the outside believe. He is often mentioned as a 3 technique, but I think Williams does his best work quickly penetrating from the 0 or 1 alignment.

26. Jaguars (Trade with Packers) - QB Geno Smith, West Virginia

The Jaguars might have their selection go quarterback at pick No. 33, but it is tough to wait on a signal caller you believe in. However, I?m not sold on this pick being Geno... it could easily be Matt Barkley or E.J. Manuel.

27. Houston - T Menelik Watson, FSU

Just because I project this pick does not mean I agree with it. Quite the opposite, actually. However, Watson appears to be locked into the first-round despite his inexperience. The athleticism apparently did not translate to workouts, and Watson has a good number of technique issues.

28. Denver - LB Arthur Brown, Kansas State

I really think Brown is going to remind John Fox of Jon Beason out of Miami. Some will call him small... but give me every single linebacker who is deemed ?undersized.? Browns is aggressive on first contact to fight through blocks and has tremendous lateral speed.

29. Philadelphia (Trade with Patriots) - QB E.J. Manuel, FSU

Like the Jaguars, this selection could be a number of quarterbacks, but Manuel fits the bill in many categories. ?Clean slate? and ?coachable? are words frequently floating around Manuel, which leads me to think the NFL believes the QB was held back by coaches in college.

30. Atlanta - DE Bjoern Werner, FSU

Yes, the team needs a corner, but Werner will help the pass defense. The more I mock potential selections, the more I think Werner comes off the board later in round one.

31. Panthers (Trade with 49ers) - WR DeAndre Hopkins, Clemson

Hopkins has a legitimate chance of being a much earlier pick, possibly even Carolina if they stay at No. 14. His style is very consistent and reliable, which some evaluators might think is tough to find in this receiver group.

32. Baltimore - S Eric Reid, LSU

Thanks to first-round buzz, it appears the NFL values Reid more than outsiders. He needs the offense to be kept in front of him, since Reid struggles when changing angles or recovering.

To get involved, sign up on the group's website (www.cocorahs.org/Application.aspx), buy a $30 rain gauge, complete a short training session, and start measuring.

National Weather Service Cooperative Observer Program ? Some 11,000 volunteers collect both temperature and precipitation data where they live and work.
