After Irene: Authorities readying to gauge damage (AP)

RALEIGH, N.C. ? Hurricane Irene fell short of the doomsday predictions of record-breaking storm surges in North Carolina and Virginia when it lumbered ashore. But a slow-crawling storm that spread out hundreds of miles was still hurling heavy rain and high winds at a wide swath of the East Coast a day after its first U.S. landfall, vexing officials attempting to gauge the full damage toll on the region.

Already it was clear Irene's storm surge had triggered scattered flooding in coastal areas, plunged more than 2 million power customers into darkness and roughed up one of the most densely populated areas of the country. Inititial reports suggested light damages in many areas from Irene, a lower-strength hurricane when it first barreled ashore in the U.S. on Saturday. But Irene inflicted scattered damage over an area so broad that the totality of the damage or the costs involved were not yet known.

Authorities said teams would be deploying Sunday in a bid to assess the full extent and severity of those damages after the passing of the storm, which is blamed for the loss of at least eight lives.

Virginia's Gov. Bob McDonnell had initially warned that Irene ? one of those rare hurricanes that virtually takes aim at the entire East Coast ? could be a "catastrophic" monster with record storm surges of up to 8 feet in some coastal areas of his state.

National Weather Service meteorologist Mike Montefusco said Norfolk came closest, with a storm surge of 7.55 feet. Six to 8 inches of rainfall fell over the region, and more was expected as Irene slowly left Virginia for the Northeast.

"I think it's a little strong to say we dodged a bullet, however it certainly could have turned out worse," Montefusco said.

Emergency crews around the region got set to head out after daybreak to assess damage reports like the one confirmed tornado in Chincoteague, Va. There was at least one other suspected tornado that ripped away roofs in another Virginia community, Sandbridge.

Authorities say Irene also blocked roads as it knocked out power in several areas of Virginia.

In North Carolina, authorities reported storm surge flooding along some waterways, impassible roads and up to a foot of rain in some areas.

Infrastructure was a chief worry in the region, where the sprawl of major cities, suburban communities and beachfront properties had set many civil defense planners on edge as Irene approached the region. Ports, airports, nuclear power plants and more lay in the path of such a widespread storm, its storm bands spreading out about 500 miles at one point.

In Lusby, Md., Constellation Energy Nuclear Group said one of two nuclear reactors at Calvert Cliffs went off-line automatically because of Irene's winds. Constellation said the plant is safe and stable.

Mark Sullivan, a spokesman for Constellation, issued a statement early Sunday saying it appears the Unit 1 reactor went off-line automatically when a large piece of aluminum siding dislodged from a building and came into contact with a transformer late Saturday night. He added all employees were safe, though an "unusual event" was declared ? the lowest of four emergency classifications by the Nuclear Regulatory Commission. The Unit 2 reactor in the complex wasn't affected and kept up operation, he said.

North Carolina Gov. Beverly Perdue said Irene inflicted significant damage along the North Carolina coast, adding that some areas were unreachable because of high water or downed power lines. Perdue planned an air tour Sunday of the hardest-hit coastal counties after TV coverage showed downed trees, toppled utility poles and power lines and mangled awnings. As with other states along the East Coast, there was no preliminary estimate yet of the dollar amount of damages.

Officials in North Carolina's Dare County said they were advised there was extensive flooding. A county emergency official, Dorothy Toolan, said teams would have to check the reports firsthand.

Elsewhere, authorities suggested Irene didn't create the kind of havoc that had been anticipated.

Bruce Shell, New Hanover County manager, said assessment teams were already in the streets on Saturday after the storm passed to make their evaluations, but they found nothing to raise alarm. Irene passed close to the county's coastline, but didn't make landfall there.

"We were prepared for a lot worse, but we got lucky on this one," Shell said.

Shell said he couldn't find any evidence of serious damage.

He said many of the 70,000 homes which lost power were back online by the end of the evening. Emergency operations for the county and for the city of Wilmington were shut down by 6 p.m. Shell said there was apparently a wastewater spill at Wrightsville Beach, but it appeared to be minor.

Pinehurst dentist Harwell Palmer, 53, said the worst that happened to his home at Ocean Isle Beach was a few pieces of siding that he was able to replace after riding out the storm. He said there was some street flooding, and high waves pounded the local pier, but it was still standing. Ocean Isle Beach missed a direct hit from Irene.

What did concern Palmer was the beach itself after heavy surf gobbled up shoreline.

"The main concern we will have going forward is the loss of beach," Palmer said.

The question still facing the region was whether Irene's impact would match the problems left behind by previous storms Floyd and Isabel.

In 1999, Floyd dropped at least 15 inches of rain on the eastern third of North Carolina. The flooding was the most damaging in the state's history, topping $3 billion in North Carolina alone after buildings were submerged, roads flooded, and livestock drowned.

Four years later, Isabel brought hurricane conditions to eastern North Carolina and southeast Virginia, causing about $1 billion in damages.

Patrick to leave IndyCar behind for NASCAR - zzz-Auto Racing ...

SCOTTSDALE, Ariz. -- With the not-so-subtle shape of a stock car under cover just in front of her and spotlights glaring in her face, Danica Patrick feigned drama for an announcement everyone already knew was coming.

"For breaking news that will shock the world ...," she said facetiously on Thursday.

Peeling the lid off the worst-kept secret in auto racing, Patrick ended months of skirting questions about her future by officially declaring her plans to leave IndyCar in 2012 to race a full Nationwide season for JR Motorsports and a part-time Sprint Cup schedule with Stewart-Haas Racing.

One of the most marketable stars in auto racing, Patrick had been rumored to be headed to NASCAR even before she ran her first stock race, the ARCA series event at Daytona in 2010. Even while racing limited Nationwide schedules the past two years for Dale Earnhardt Jr.'s team, Patrick had deflected talk of her leaving IndyCar for the fenders of NASCAR.

That all changed, at least officially, when she signed a contract with GoDaddy.com chairman Bob Parsons in front of TV cameras and a few dozen cheering company employees on Thursday.

"If it was about money, I'd have gone a long time ago," Patrick said from GoDaddy's offices in north Scottsdale. "I just go where my heart tells me, where my gut tells me to go, where I'm enjoying my life the most, where I feel like I can have the most success. I've truly enjoyed my experience in NASCAR, to the point that I want to do it full-time."

Patrick will run most of her races in the lower-tier Nationwide Series with only a handful of Sprint Cup races, but her switch to NASCAR should be a big boost to a sport that's been hurt by a sagging economy and a dip in popularity from its heyday just a few years back.

With her telegenic looks, mass appeal, not to mention racy Super Bowl ads, Patrick brings something that's hard to come by: star power.

"We are pleased Danica Patrick has chosen to race full time in NASCAR in 2012," NASCAR chairman and CEO Brian France said in a statement. "She has demonstrated a strong desire to compete and NASCAR provides the best opportunity to race against the top drivers in the world with the largest and most loyal fan base in motorsports on a week-to-week basis. Danica has shown solid improvement in NASCAR and we believe her decision to run full time in the NASCAR Nationwide Series, with additional races in the NASCAR Sprint Cup Series, will be exciting for our fans and a great challenge for her."

On the other side of the wheel, Patrick's decision leaves a big void in IndyCar.

The series has made some big strides under the direction of CEO Randy Bernard, who has aggressively reshaped the sport with innovative marketing approaches. But for all the successes IndyCar has had, Patrick is still arguably the sport's biggest star - certainly it's most recognizable - and losing her will likely put a dent in the sport's momentum.

"Danica has always been a great ambassador for IndyCar, and there is no doubt she has left a positive impression on our sport," Bernard said in a statement. "She has touched millions of fans and many that were new to motorsports. Danica attracted a fan base that every athlete and sports property in the world would love to have. We should give her a great farewell the rest of this season as she opens a new page in her career and wish her continued success with her new direction."

Patrick has run 20 races in two years with JR Motorsports and has five more on the schedule this season. She plans to run between eight and 10 Sprint Cup races with Stewart-Haas, with an eye on a full season in 2013.

Patrick would like to race at the Daytona 500, though the team hasn't mapped out where she'll start or which races will fill out the schedule this year, and didn't rule out another run at the Indianapolis 500 - even after Andretti Autosport announced it had reached a mutual agreement to part ways with her after the 2011 season.

"We're thrilled with Danica Patrick's decision to join us for the 2012 season and looking forward to seeing her behind the wheel of a NASCAR Nationwide Series car on a consistent basis," said Matt Jauchius, chief marketing and strategy officer for Nationwide Insurance. "Her presence will continue to make our Series stronger and more competitive. She has proven to raise awareness levels of our sport, sponsors and competitors; and that's good for everyone involved."

Patrick will leave IndyCar after a decent run.

She became the first woman to win an IndyCar race at Japan in 2008 and was the first to lead the Indy 500, when she did it in 2005 - the same year she earned the pole at Kansas. Patrick also had a high finish of third at the Brickyard in 2009 on her to way to a career-best fifth in the season standings.

Patrick is currently 12th in the IndyCar standings, with seven top-10 finishes.

"The thing you see in Danica right away is how determined she is to be good at what she does," Stewart-Haas owner Tony Stewart said. "She's very dedicated to taking the time and effort to make the transition from Indy cars to stock cars. She has talent, she has the right mindset, and she has the proper drive and determination. It doesn't matter who it is you're looking for, those are the key attributes that you look for in a driver, and Danica's got them."

Patrick had a sharp learning curve when she first started racing stock cars, but has gained ground this year.

After that first ARCA race at Daytona, she struggled with the nuances of the Nationwide car, her best finish a 19th at Homestead with an average finish of 28th.

Patrick has been much smoother this season, posting three top-10 finishes, with a career-best of fourth at Las Vegas - the best finish by a woman at a national NASCAR race. She's made good progress as a part-time driver and expects to get better with a full-time shot.

"I feel like in the last year, I've really come around much more on the track and the top-10s are happening much more frequently," Patrick said. "I feel like I'm getting it more and more all the time. I still have a lot to learn, that's for sure, but I really feel confident that I can be successful in the future."

There's no turning back now that the secret's officially out.

George Pataki isn't 11th GOP presidential candidate, after all (The Christian Science Monitor)

Former New York Gov. George Pataki (R) has decided not to enter the GOP race for president, a source close to the would-be candidate told CNN Friday morning.

Mr. Pataki had been flirting with a White House run for months and was scheduled to appear this weekend in the critical early-nominating state of Iowa.

?Speculation was that the former three-term governor would announce his candidacy Saturday at the Polk County Republican fundraiser,? wrote Mark Preston in CNN?s Political Ticker blog. ?But the source said that Pataki, who seriously considered running, has decided instead to forgo a run for the GOP nomination.?

The three-term governor, who also flirted with a 2008 White House bid, had been showing telltale signs of running in 2012: He signed on for the Polk County Republican Party picnic, scheduled several speeches in Iowa, and his nonprofit ?No American Debt? has been airing TV ads in New Hampshire, an early nomination battleground state.

But the buzz also had candidate-watchers scratching their heads.

Though Pataki is a thrice-elected governor of the large, liberal, northeastern state of New York ? no small feat for a Republican ? his candidacy would have been difficult to justify, politically and strategically, says Brian Carso, a professor of history and government at Misericordia University in Dallas, Pa., who served three years in the Pataki administration.

?I just don?t see a compelling rationale for his candidacy,? Professor Carso said in an interview before Pataki decided not to run.

For starters, Pataki's record on the issues important to Republican primary voters wouldn?t have gotten him far, says Ford O?Connell, director of the Virginia-based Civic Forum PAC. ?Being a pro-choice, pro-gay-union candidate with union ties is not a winner with the Republican electorate,? he says.

Indeed, Pataki?s moderate stance on social issues is at odds with the current mood of the tea party-tippling GOP base and would not have inspired much support in a nominating contest.

?He?s on the wrong side of the culture war,? says Douglass Muzzio, a professor of public affairs at Baruch College in New York.

If Pataki were to run as a fiscal conservative, it probably wouldn?t have gotten him far, either. Spending and state income taxes swelled during the governor?s three terms in office, with an average spending increase of 6.3 percent per year during his first six years. In 2006, near the end of his term, the libertarian Cato Institute gave him a ?D? for fiscal policy. Pataki would have been hard-pressed to defend his policies at a time when the GOP is more antitax and antispending than ever.

As a moderate, establishment Republican, Pataki would have occupied the same space as former Massachusetts governor and GOP hopeful Mitt Romney, but with far less name recognition and money (or as former Utah Gov. Jon Huntsman Jr., who?s struggling to poll around 2 percent).

?If the electorate is looking for a Northeastern moderate Republican, Romney has captured that,? says Carso. ?If they?re looking for charisma, [former New York Mayor Rudy] Giuliani fits the bill better than Pataki.?

Pataki, like former candidate Tim Pawlenty, is charismatically challenged, a weakness that can?t be underestimated in modern-day campaigning ? and in a nominating race.

Pataki?s decision not to enter will register barely a blip on the campaign strategies of his contenders, most of whom didn?t feel threatened by the moderate Republican. The same cannot be said of Sarah Palin, who has been flirting with a White House bid for months and who could be a game-changer if she decides to run.

Federal Investigators Clear Climate Scientist, Again

The National Science Foundation has closed its investigation into Pennsylvania State University climatologist Michael Mann after finding no evidence of scientific misconduct related to his research.

It is the latest in a string of investigations to exonerate scientists involved in the so-called "Climategate" email scandal.

Mann was a central figure in the fracas, where a sampling of correspondence from climate scientists purloined from a computer server at the University of East Anglia in Britain supposedly showed climate scientists colluding to fabricate data and smear critics.

But a successive series of investigations and inquiries since the emails were released in 2009 have exonerated the scientists. The final conclusion from the NSF's Office of Inspector General is no different.

"No direct evidence has been presented that indicates the subject fabricated the raw data he used for his research or falsified his results," the report concludes. "Lacking any direct evidence of research misconduct, ... we are closing this investigation with no further action."

The NSF released its conclusions last week and, following standard protocol for investigations, did not mention Mann by name. "We do not identify the subject by name due to privacy considerations," said Susan Carnohan, chief of staff to the inspector general.

Mann, in an interview, said he had received a letter from the inspector general about the case that referenced the same case number identified in the NSF's closeout memorandum.

And several other clues in the memo point to Mann, particularly a reference to a university inquiry into four allegations of research misconduct ? the same four allegations investigated, and subsequently dismissed, by Penn State.

The NSF audit doesn't put the email scandal completely behind the scientists. A separate case, by Virginia Attorney General Kenneth Cuccinelli to obtain emails from when Mann was a professor at the University of Virginia, remains in court but was rebuffed last year by a state judge who found no evidence of fraud.

But it does "completely vindicate" climate scientists, said liberal blogger Joe Romm, who first broke the story on his website, Climate Progress, and who lamented the lack of attention the investigations have received compared to the uproar accompanying their release two years ago.

"The vindications of the science and the man are reported as quietly as if they cam from the Whos of Whoville," he wrote.

Mann, who is on sabbatical from Penn State, is spending half his year writing a book and the other half advising Environmental Health Sciences, publisher of the DailyClimate.org and EHN.org, on climate science.

He has no illusion that the latest findings will quash the debate over climate science.

"Climate change deniers continue to dredge up long-discredited talking points," he said. "This establishes that every credible body has found that there is no evidence at all for the allegations.

"It should be the final nail in the coffin," he added. "The only reason it won't be, if it isn't, is because climate change deniers are never willing to admit that they're wrong."

Inspectors search for hidden damage after quake

A day after the East Coast's strongest earthquake in 67 years, inspectors assessed the damage and found that most problems were minor. But the shaking raised questions about whether this part of the country, with its older architecture and inexperience with seismic activity, is prepared for a truly powerful quake.

Several cracks have been discovered in the Washington Monument, and capstones were broken at the National Cathedral. In the District of Columbia suburbs, some people stayed in shelters because of structural concerns at their apartment buildings.

In a small Virginia city near the epicenter, the entire downtown business district was closed. School was canceled for two weeks to give engineers time to check out cracks in several buildings.

At the 555-foot Washington Monument, crews found a 4-inch crack late Tuesday and Wednesday the National Park Service says engineers discovered several additional cracks in the top portion of the structure.

The cracks were found during a daylong inspection of the interior of the monument. The first crack was discovered Tuesday during an inspection of the exterior by helicopter, shortly after the earthquake shook the capital.

The monument is closed to visitors indefinitely.

Park service spokeswoman Carol Johnson could not say how many additional cracks were found but says engineers found three or four "significant" ones.

The park service is bringing in engineers from two firms with extensive experience investigating earthquake damage to conduct a more detailed inspection on Thursday.

Johnson says it's likely that the additional cracks mean the monument will take longer to repair.

Quake interrupts Manhattan for a New York minute

The monument, by far the tallest structure in the nation's capital, has never been damaged by a natural disaster, including earthquakes in Virginia in 1897 and New York in 1944, said Bill Line, a National Park Service spokesman.

Tourists arrived at the monument Wednesday morning only to find out they couldn't get near it. A temporary fence was erected in a wide circle about 120 feet from the flags that surround its base. Walkways were blocked by metal barriers manned by security guards.

"Is it really closed?" a man asked the clerk at the site's bookstore.

"It's really closed," said the clerk, Erin Nolan. Advance tickets were available for purchase, but she cautioned against buying them because it's not clear when the monument will open.

"This is pretty much all I'm going to be doing today," Nolan said.

Tuesday's quake was centered about 40 miles northwest of Richmond, 90 miles south of Washington and 3.7 miles underground. In the nearby town of Mineral, Va., Michael Leman knew his Main Street Plumbing & Electrical Supply business would need ? at best ? serious and expensive repairs.

At worst, it could be condemned. The facade had become detached from the rest of the building, and daylight was visible through a 4- to 6-inch gap that opened between the front wall and ceiling.

"We're definitely going to open back up," Leman said. "I've got people's jobs to look out for."

Leman said he is insured, but some property owners might not be so lucky.

The Insurance Information Institute said earthquakes are not covered under standard U.S. homeowners or business insurance policies, although supplemental coverage is usually available.

The institute says coverage for other damage that may result from earthquakes, such as fire and water damage from burst gas or water pipes, is provided by standard homeowners and business insurance policies in most states. Cars and other vehicles with comprehensive insurance would also be protected.

The U.S. Geological Survey classified the quake as Alert Level Orange, the second-most serious category on its four-level scale. Earthquakes in that range lead to estimated losses between $100 million and $1 billion.

In Culpeper, Va., about 35 miles from the epicenter, walls had buckled at the old sanctuary at St. Stephen's Episcopal Church, which was constructed in 1821 and drew worshippers including Confederate Gens. Robert E. Lee and J.E.B. Stuart. Heavy stone ornaments atop a pillar at the gate were shaken to the ground. A chimney from the old Culpeper Baptist Church built in 1894 also tumbled down.

At the Washington National Cathedral, spokesman Richard Weinberg said the building's overall structure remains sound and damage was limited to "decorative elements."

Massive stones atop three of the four spires on the building's central tower broke off, crashing onto the roof. At least one of the spires is teetering badly, and cracks have appeared in some flying buttresses.

Repairs were expected to cost millions of dollars ? an expense not covered by insurance.

"Every single portion of the exterior is carved by hand, so everything broken off is a piece of art," Weinberg said. "It's not just the labor, but the artistry of replicating what was once there."

The building will remain closed as a precaution, forcing officials to seek a new site for services to dedicate the memorial honoring Rev. Martin Luther King Jr.

Other major cities along the East Coast that felt the shaking tried to gauge the risk from another quake.

A few hours after briefly evacuating New York City Hall, Mayor Michael Bloomberg said the city's newer buildings could withstand a more serious earthquake. But, he added, questions remain about the older buildings that are common in a metropolis founded hundreds of years ago.

"We think that the design standards of today are sufficient against any eventuality," he said. But "there are questions always about some very old buildings. ... Fortunately those tend to be low buildings, so there's not great danger."

An earthquake similar to the one in Virginia could do billions of dollars of damage if it were centered in New York, said Barbara Nadel, an architect who specializes in securing buildings against natural disasters and terrorism.

The city's 49-page seismic code requires builders to prepare for significant shifting of the earth. High-rises must be built with certain kinds of bracing, and they must be able to safely sway at least somewhat to accommodate for wind and even shaking from the ground, Nadel said.

Buildings constructed in Boston in recent decades had to follow stringent codes comparable to anything in California, said Vernon Woodworth, an architect and faculty member at the Boston Architectural College. New construction on older structures also must meet tough standards to withstand severe tremors, he said.

It's a different story with the city's older buildings. The 18th- and 19th-century structures in Boston's Back Bay, for instance, were often built on fill, which can liquefy in a strong quake, Woodworth said. Still, there just aren't many strong quakes in New England.

The last time the Boston area saw a quake as powerful as the one that hit Virginia on Tuesday was in 1755, off Cape Ann, to the north. A repeat of that quake would likely cause deaths, Woodworth said. Still, the quakes are so infrequent that it's difficult to weigh the risks versus the costs of enacting tougher building standards regionally, he said.

People in several of the affected states won't have much time to reflect before confronting another potential emergency. Hurricane Irene is approaching the East Coast and could skirt the Mid-Atlantic region by the weekend and make landfall in New England after that.

In North Carolina, officials were inspecting an aging bridge that is a vital evacuation route for people escaping the coastal barrier islands as the storm approaches.

The concept of the Elder Care Journey is just that-living with Alzheimer?s disease is not a battle, it is not a death sentence, it is merely a new kind of journey both for the patient and their loved ones. Our firm?s role in your journey is one of planning. In providing for an Alzheimer?s patient and their family, planning ahead-specifically legal planning-is possibly the most important factor. When a person is younger; in their 30?s, 40?s, even 50?s, they?ll probably put some kind of Estate Planning in place, wills and trusts, etc. But as time marches on, that person may begin to suffer from memory loss, or limited mobility, or even Alzheimer?s, the question answered by that early Estate Planning, ?What happens when I die?? is not the question we need to answer; instead we have to consider, ?What happens if I don?t die, but instead become sick?? In Kansas City, nursing home care is anywhere between five and six thousand dollars per month, possibly more with Alzheimer?s, and assisted living facilities between $4000 and $4500 monthly.

So what documents do you need to have in place?

Wills, trusts, powerful powers of attorney, trusts with no traps. And when dealing with Alzheimer?s, you want to go even further. The reason being that even if the patient?s support system; family, friends, whomever, can offer in home care for a while, if that patient lives long enough, there?s a good chance that they will eventually need assisted living or specific care in an Alzheimer?s unit, and that care is expensive, and not necessarily the simplest thing to do.

Under the old rules concerning this kind of planning, which changed on February 8, 2006, it was simple to take planning steps right up until the time that nursing home care became a necessity, but not anymore. Planning did not become a lost cause however, it just became more complicated. There are things that can be done at this time, but to plan ahead most effectively, the best thing to do is take the big picture into account and ask yourself a question you may not want to consider: are there things that need to be done if my loved one?s disease progresses past the point that they can legally make their own decisions? How do we make sure that they don?t run out of money? The best step to take to answer these questions and others: meet with an elder law attorney; it is their job to keep you in money and in options.

Consider this: in a marriage where the husband is the Alzheimer?s patient and he has always been the primary breadwinner, if and when he needs nursing home care, his wife may be left with a lot less than she will be comfortable with, considering the cost of care. And this is why planning ahead is so important, to ensure that that situation is avoided as much as possible-not to mention the fact that there may be benefits available; VA, Medicaid, or private insurance, all of which an elder law attorney is well versed in and can help you find. To make your journey as smooth as possible, you have to plan. The Elder Care Journey is not one to embark on with no thought; make sure you get the right documents in place as soon as is possible. Draft powerful powers of attorney, wills, trusts, and asset transfers-and do not hesitate to contact the professionals that can make this easier-all to the end of making sure that there are no surprises down the road.

Nero knocks Amy Winehouse off top of UK album chart (Reuters)

LONDON (Reuters) ? The late soul singer Amy Winehouse, whose album "Back to Black" spent three weeks at number one on the UK charts after her unexpected death last month, lost the top spot to the debut album from dance music act Nero on Sunday.

Nero's dubstep-influenced album "Welcome Reality" also overtook chart staple Adele's "21", which held the second spot, pushing Winehouse's "Back to Black" to number three, the Official UK Charts Company said. U.S. rappers Jay-Z and Kanye West slipped to fourth place with "Watch the Throne".

Former Busted and Fightstar band member Charlie Simpson's solo debut "Young Pilgrim", and "The Ultimate Collection" from country singer John Denver were the only new entries apart from Nero's in the album top 20.

On the singles chart, Nero was unable to sustain last week's number one spot for "Promises," slipping to number five. The top three positions were all taken by new entries. London rapper Wretch 32 achieved his first UK number one with "Don't Go," featuring singer-songwriter Josh Kumra.

In second place was Scottish soul singer Emeli Sande's debut solo single, "Heaven", while U.S. band Maroon 5's "Moves Like Jagger" featuring Christina Aguilera was the third new entry.

China starts bullet train safety inspections

(AP) ? China is starting inspections of all its showcase bullet train lines following a crash last month that killed 40 people, as authorities work to determine who is ultimately responsible for the disaster.

The State Administration of Work Safety will present a report on the July 23 crash to China's top leaders in September, the agency's spokesman Huang Yi said in comments Tuesday on its website.

"Of course, a period of analysis is required to determine both the direct and indirect factors behind the crash and to work out who is responsible," Huang said.

The monthlong inspections of 49 projects and 6,000 kilometers (3,700 miles) of bullet train lines and projects will run through the middle of September, and train operations and construction will be suspended if safety problems are found, officials say.

In the crash last month near the city of Wenzhou in eastern China's Zhejiang province, a lightning strike caused one bullet train to stall and a sensor failure that allowed a second train to keep moving on the same track and slam into it.

The accident also prompted the railways authorities to order safety checks of all the country's train lines.

Huang said it was clear that there were deficiencies in the safety management of the system.

"This was an accident that was both avoidable and preventable," he said.

Huang said the government would use the crash as a lesson, though he asserted that China's overall work safety situation ? a longtime headache given the dismal record in many industries such as mining ? has shown clear improvements.

"There have been no 'especially severe' mining accidents in the past 10 months," he said.

The bullet train collision killed 40 people and injured 177, including a toddler orphaned by the crash who was rescued nearly a day later.

The official Xinhua News Agency reported Tuesday that the two-year-old girl, Xiang Weiyi, has been moved to Shanghai to help her recover from severe injuries to one of her legs, after relatives appealed for better help for the girl.

The girl will need a "pretty long time to recover," it quoted pediatric orthopedist Dr. Zhao Li as saying.

China has 13 high-speed railways in operation, with 26 under construction and 23 more planned, although approvals of new projects were frozen following the Wenzhou crash. Delays on a new Beijing-Shanghai line blamed on equipment and power failures have fanned public anger over the cost and potential risks of the program.

The government has ordered reduced speeds and cut ticket prices for the lines.

Earlier plans called for expanding the network to 10,000 miles (16,000 kilometers) of track by 2020.

Wieber wins 1st US gymnastics title in a rout (AP) | Sports, News ...

ST. PAUL, Minn. ? The rest of the world should consider this a warning from Jordyn Wieber.

The 16-year-old Wieber won her first title at the U.S. gymnastics championships in a rout Saturday night, sending a message to Russia, China and Romania in the process. Her final score of 121.300 points was 6.15 points ahead of McKayla Maroney, and will only solidify her status as a favorite for the world championships in Tokyo in October.

?I definitely wanted to send a message that I?m capable of getting good scores,? Wieber said. ?But I wanted to do well here first, so I definitely had both things going through my head. It feels really good. It?s a definite confidence booster.?

Wieber?s victory was the biggest at nationals since USA Gymnastics began using the open-ended scoring system in 2006. To get an idea just how far in front she was, think about those pastings Oklahoma, Alabama and the rest of college football?s heavyweights will be putting on non-conference patsies in a few weeks. Now you get the picture.

She also finished with the highest scores on floor exercise and uneven bars, and had the third-best score on balance beam.

When Wieber finished on balance beam, her last event, coach John Geddert threw up his hands and shouted, and the two exchanged high-fives as she climbed off the podium, grinning. He then planted a kiss on her forehead ? which the 16-year-old quickly wiped off.

?In front of millions of people on TV. I thanked her for that,? Geddert said. ?I just told her how proud I was of her.?

Olympic gold medalist Shawn Johnson made more progress in her comeback, showing some of her old confidence ? not to mention that bright smile that endeared her to millions three years ago. Johnson only did three events, but she posted the fourth-highest score on balance beam and was sixth on uneven bars.

Fellow 2008 Olympian Chellsie Memmel was in the running for the top three in the all-around before she dislocated her shoulder on uneven bars, her last event. She wound up eighth.

?With each routine I get to compete, I feel more like my old self,? Johnson said. ?I think I will only go up from here.?

Where Rebecca Bross goes is uncertain after last year?s national champion dislocated her right kneecap on her vault landing.

This was Bross? first competition since having ankle surgery in November, and she looked off all week. But she was having a solid meet until she jammed her knee on vault, collapsing to the mat with a scream of pain. She was wheeled out of the arena with her leg in an air cast, and it?s not known when she?ll be able to compete again.

Wieber dominated the junior ranks when she was healthy ? she missed the last two nationals with injuries ? and it?s been more of the same since she moved up to the senior level. She beat world champion Aliya Mustafina at the American Cup, her senior debut, despite coming in as a late replacement. She built a 2-point lead after the first day of competition here, and the meet may as well have been over after her first event Saturday night.

Beginning on floor, she delivered a sassy, energetic routine that featured tumbling passes even the X-Games kids would admire. Her first pass, featuring two twisting somersaults, had such great height you could have parked a Volkswagen Beetle beneath her, yet she landed it with nary a wobble or bobble. But Wieber can do more than tumble. Though she just turned 16, she?s got a knack for performing. She shimmied and shook to the peppy music and, when she got close to the camera, put her hands on her hips and looked into the lens with a sly grin on her face.

?Starting on floor was a huge confidence boost because floor is an event where I just go out and try to have fun,? Wieber said. ?It was a great way to start.?

And she poured it on from there.

Wieber?s vault is one of the toughest in the world ? a roundoff onto the takeoff board, back handspring onto the vault and then 2.5 twists before landing ? yet she makes it look as easy as a basic flip. Most gymnasts practically have to contort their bodies so they can stay upright on the landing, but Wieber takes only a small step forward.

Her uneven bars routine was world-class ? impressive considering her warm-up had been what Geddert called ?a mess.?

?Five minutes later, she did the best uneven bars routine she?s ever done in competition,? Geddert said. ?I love the fact that she can just pull back and compete. ? When it?s game day, she wants to play and she wants to bring her `A? game.?

With the title wrapped up, Wieber had no pressure on balance beam. But she?d struggled on the event Thursday, and Geddert told her she needed a top score to finish with an overall total above 61.

?I told her, `Go up, do your routine and send a message to the world that we?re legit,?? Geddert said.

Wieber scored a 15.3, enough to give her 61.45 for the day Saturday.

?It feels really good,? Wieber said. ?It?s a definite confidence booster.?

Not only are the world championships the main qualifier for next summer?s London Olympics, they?re the unofficial start of the competition for gymnastics? biggest prize: the Olympic all-around gold. Do well, and you?re in the running. Struggle and you?ve got a lot of work to do to get back in the judges? good graces.

Mustafina won?t be at worlds after blowing out her knee at the European championships in April, but there are plenty of others who will be.

And they?ll all be coming after Wieber now.

?If she does her gymnastics the way she can do her gymnastics, she can compete with anyone in the world,? Geddert said. ?But there are other girls who can say the same thing.?

Not in the U.S there aren?t.

Councils affected by recent rioting can immediately apply for money from a new multi-million pound fund, Communities Secretary Eric Pickles has announced. The measures include tax relief on council tax and business rates to help local shops and residents get back on their feet.

In a letter to council leaders, Mr Pickles has given details of how councils can apply for the money and what the funding can be used for. He also pledged that the process would be quick and simple, with a minimum of red tape, and the money will be transferred quickly from central government to where it?s needed.

The one-off funding package will help rebuild communities, open up shops and repair buildings which were damaged, make sure people who lost their homes are re-housed, and help councils get their areas get back to business. It will also help fund local council tax relief for residents whose homes have been damaged, and business rate relief for local firms and local shops.

  • A ?10 million Recovery Scheme is assisting councils with the immediate costs of making their areas safe and clean again, and a ?20 million High Street Support Scheme is giving grants to local firms affected by the riots for out-of-pocket expenses. Both funds are now open for bids from local authorities. Councils can spend immediately in their areas, and reclaim the money from central government. These schemes are in addition to the existing Bellwin Scheme, and not subject to any minimum threshold.
  • Individuals, homeowners and local firms can also claim compensation for property damage under the Riot Damages Act, and the Government is extending the period for claims to 42 days. This will help provide support for uninsured buildings.
  • The Government will meet councils? immediate costs for helping people who have had to leave their home as a result of the rioting. Homelessness advisers from the Department have been working closely with the areas affected by the riots and the councils now claim this funding back from the Department for Communities and Local Government.
  • The Department has unveiled details of plans to ensure that landlords can take action against tenants who wreck communities beyond the immediate neighbourhood of their home. A consultation has now been launched on allowing landlords to seek to evict tenants convicted of the sort of criminality seen in the recent rioting?- wherever that criminality occurs. The consultation also proposes to speed up the process for evicting offenders.

As well as providing immediate support for the recovery from the riots, the Department for Communities and Local Government will lead cross-Government work in the longer term to improve integration and secure economic recovery and regeneration in areas which have fallen behind.

Eric Pickles, Secretary of State for Communities and Local Government, said:

?The Government is giving a helping hand to our high streets, and getting them back to business. I also encourage local residents to do their bit, by supporting local shops with their custom.

?We?re ensuring councils have the backing and financial support they need to get local firms and local communities in their area get back on their feet. There is immediate funding now available, including relief from paying council tax and business rates for those badly affected.?

Business Secretary Vince Cable said:

?We want to do all we can to help those affected. I and my colleagues have been out meeting those who have lost their livelihoods and listening to the problems these businesses face.

?The High Street Support Scheme is designed to get individual businesses and communities back on their feet quickly, targeting the specific streets where businesses and households suffered most as a result of the disturbances. I?d encourage any small business affected by the disturbances to contact their local authority and make the most of the assistance available.?
