Key Responsibilities:

- Drive Windows Phone Store mobile advertising business planning and execution including: create cross-functional v-team to develop business requirements; collaborate on specifications with engineering teams; create value proposition/core content to articulate benefits; land capabilities with developers, partners & field organization; monitor and report advertising performance and developer return; become subject matter expert on 3rd party solutions to inform plans; and create feedback mechanisms

- Act as business lead for regular servicing releases to prioritize business needs/requirements; collaborate with engineering on execution/test details where needed (example local testing); and manage communications to marketing, field and partner organizations
- Manage detail geographic expansion planning and execution, including adding new countries, implementing and communicating country-specific requirements and collaboration with other Microsoft business groups to ensure alignment of experiences

As a qualified candidate you will need to be able to demonstrate:

- Experience in mobile advertising product planning or management with an understanding of business models, popular tools and business intelligence
- Deep understanding of a developer ecosystem and passion for working with developers

Calif dairies going broke due to feed, milk prices

HANFORD, Calif. (AP) ? In nearly six decades of running a dairy in central California, Mary Cameron made a name for herself in a male-dominated industry: She led several dairy organizations and was honored as Outstanding Dairy Producer of the Year.

But the 82-year-old Cameron ? who still drives a tractor and supervises her Hanford dairy ? is on the brink of losing her life's work. She can no longer pay the bills. Her bank has classified her loan as distressed. And she can't afford enough feed for her 900 milking cows and 1000 heifers.

"I have been in this business for 57 years and I have never been in financial trouble like I am right now," said Cameron, who runs the Atsma-Cameron Dairy with her two sons. "I'm on the verge of bankruptcy. It's horrible and inexcusable."

Cameron is not alone. Across California, the nation's largest dairy state, dozens of dairy operators large and small have filed for bankruptcy in recent months and many teeter on the edge of insolvency. Others have sold their herds or sent them to slaughter and given up on the business.

Experts say California dairymen face a double whammy: exorbitant feed costs and lower milk prices. The Midwest drought has led to corn and soybean costs increasing by more than 50 percent this summer, stressing dairymen from Wisconsin and Minnesota to Missouri. But in California, milk prices have also lagged behind those in the rest of the nation, exacerbating the crisis.

And while milk revenues in California have soared to over $7.5 billion in 2011, making milk the top agricultural commodity, higher revenues mean little, famers say, because it costs so much more to produce the milk.

"I don't think there's a milk producer in the state who is profitable right now," said Michael Marsh, CEO of Western United Dairymen.

Since 2008, California has lost nearly 300 dairies, with 1,668 remaining as of January, according to the California Department of Food and Agriculture. There are no official estimates on how many dairies have shuttered in 2012 ? but interviews with dairymen and experts indicate several hundred dairies could be in danger of going under.

"It's been like a floodgate," said Riley Walter, a Fresno-based agricultural bankruptcy lawyer who has worked on 58 cases of dairies in financial trouble this past year ? from bankruptcies, to liquidations, to operations taken over by receivers.

"Recently, I had two men over 60 years old who broke down and sobbed in court," Walter said. "You would be surprised how much these men care about their cows."

At the Overland Stock Yard in Hanford, owner Peter Belezzuoli said he sees two to three dairymen selling their entire herd every month, compared to about four per year before the crisis. More cows are being sold for slaughter, he said. And the value of dairy cattle has plummeted by as much as 50 percent in the past five years.

"It's no different than the housing industry, where people lost all the equity," he said. "People have the same cow, but now it doesn't have the same value."

Economists say milk and feed prices always fluctuate ? but it's the margin between the two that counts, and how far apart the thin years are.

Only three years ago, falling milk prices forced many dairymen to go under. The current crisis, dairymen say, came too quickly. Many still have unpaid loans, have exhausted their equity, and can't get new loans.

For Cameron, who grew up washing barns and feeding cows, costs of production vastly surpass revenues. She's losing $40,000 every month, she said.

Her parents emigrated from Holland in the 1920's and started a dairy in California's Central Valley. After college, Cameron followed in their footsteps: Her office wall is filled with awards and news articles touting her successful dairy career.

Today, Cameron owes $7.5 million to her banks and creditors, and has run out of cash for feed. To make ends meet, she has sold cows for beef and fed her herd less grain ? but that means milk production is down and so is revenue.

Cameron recently saw a bankruptcy lawyer and may have to sell her entire herd and dairy.

"It just makes me sad," Cameron said. "This is a world I love, this is my life."

For her woes, Cameron blames state officials' decision to keep milk prices lower than those in other states.

California has had its own milk pricing system for dairy since the 1930's, separate from that operated by the federal government in other states. The California Department of Food and Agriculture sets minimum prices that must be paid to farmers in the state for five classes of milk.

In recent years, California's prices tended to be lower than in other states. In 2011 and 2012, California's price for milk used to make cheese was frequently $2 or more lower per hundredweight of milk than in the rest of the nation.

CDFA spokesman Steve Lyle said the reason for lower prices is that milk supply exceeds demand in California.

The glut forces California producers to sell much of their milk to makers of products such as cheese, which pays much less than selling milk for drinking. And since much of the milk is sold out of state, the price farmers receive is lower to reflect higher transportation costs.

Several dairy organizations filed suit in August, alleging that CDFA failed to follow the law when it refused to increase the minimum price of milk sold for cheese to bring it in line with prices around the country.

Economists say the market itself will lift prices: as more dairymen go out of business, fewer cows will produce less milk, which in turn will lead prices to go up.

For Cameron, higher prices would mean she could keep her dairy. When she dies, she wants her children to scatter her ashes in the corrals.

"That's where I belong," she said, "...that's where I've been all my life."

Interviews in a public place


What are your thoughts on organisations that want to conduct interviews in a public place?

I ask because I find it a bit weird and inappropriate, and wanted to know if it was just me that feels this way. Whenever organisations ask me to meet them in a place that isn't where they do business, I automatically think "What is it that they don't want me to see?" When the venue they choose is also open to the public, such as a coffee shop or fast food outlet, I additionally think that they haven't given much thought to the necessary privacy of the process. A noisy Starbucks in front of an audience of schoolkids and mums with pushchairs isn't the place to grill me on my private career history and salary expectations, and I'd hope isn't the place that any credible organisation would choose to discuss their confidential skills gap and business challenges.

I stress that I'm not talking here about interviews where distance is an issue, and each party is having to travel to meet the other in some best compromise location that's equidistant from each. I'm talking about situations where their place of business is in the locale where the meeting is taking place, they just decide not to meet in their own offices.

I've given this approach a whirl on a previous occasion, and tbh based on that experience it's a big red flag for me. Even where space is at a premium (which is in itself a red flag, but might be manageable with the right handling), I can't see any excuse for choosing McDonalds over a video call conducted via Skype. If you can get yourself to a room that's comfortable for one person and that has internet access, you should be able to facilitate that. If you can't even find a room for one person with basic facilities such as the internet, then how can you ever hope to run a successful business?

Cordite in the Morning: Using a Lathe as a Home Improvement Tool

Ok.? Some time ago, we started putting down laminate flooring.? We did the living room and dining room without trouble but were stopped short by the tile floor in the kitchen. I paid a couple of friends to bust it out and use something like one of those gas powered floor polishers they use in Wal Mart to grind the mortar off the floor.

The grinder made so much dust it looked like the house was on fire.? The whole house was covered in a 1/4" thick layer of finely ground? up mortar.? The Lovely Bride was not amused.? The worst part of it all was that there was so much dust everywhere, the guys running the machine couldn't see the floor very well and left a lot of mortar still stuck to the concrete.

Once it was all finally cleaned up , the Lovely Bride suddenly became very sensitive to dust.? Not in an allergic sense.? Just any source of dust was immediately pronounced too much and outlawed by fiat.? Even a pneumatic chisel with the shop vac hose drawing the dust directly away from the work still left too much dust.? That and 2 years fighting a sinkhole (well, one year fighting our insurance company and one fighting the sinkhole itself)? left us with a stack of laminate flooring in the dining room and bare concrete floors in the kitchen for a very long time.

I experimented with a few methods and tools to get the remaining mortar off the floor but none that worked passed the dust test.? The most promising was using a hand held electric grinder with a flat stone on it.? It worked but didn't pass the dust test because it spun the stone too fast and threw dust into the air.

It seemed that the best way to deal with the problem was to find a way to slow the grinder down to maybe 500-600 RPM.? Not having a clue how that could be done, I bought a cheap "close quarters" electric drill.? Its the kind that drills the hole perpendicular to the axis of the machine.? It looks like an angle grinder with a chuck on it.

This presented a new hurdle because the stone has a center hub threaded 5/8"-11 and I couldn't find a mandrel that fit the stone.? That's where the lathe comes in.

I bought a 5/8" bolt about eight inches long at Lowes.? Cut off the hex end and turned a section of the part that isn't threaded to 3/8" so it would fit the drill's chuck.? The cutting went faster than on last week's project because I was working right at the lathe chuck.? Then I cut off enough of the threaded end so it wouldn't extend too far through the stone.? Once the 3/8" part was cut off of the rest of the bolt I had a mandrel that fit the stone on one end and the drill on the other.

A test run on about 2 square feet of mortar proved that it worked.? It really is possible to run it slow enough that it doesn't fill the air with dust and it still grinds the mortar off the floor.? Its slow but it works.? Lovely Bride came home and saw a new section of mortarless concrete but no dust.? The new mandrel and and its use were approved. ? If I just do a couple of square feet a day it won't be long before the kitchen and hall are ready for their flooring.

Can Mobile Phone Use Lead to Brain Tumors? | Dr. Kyle ...

There are currently close to 6 billion mobile phone subscriptions worldwide, and increased usage of cell phones has understandably led to a greater level of interest in how safe they are. The main concern for our health is that mobile phones emit and receive electromagnetic radiation as a result of their need to communicate with relay towers, and some of this radiation is absorbed by the head when the phone is held up to the ear. Whether or not the radiation (both the amount and the frequency) that a typical mobile phone user is likely to receive is potentially damaging to their health has been the subject of debate for some time.

Anecdotal evidence that high mobile phone use can potentially lead to brain tumors is not hard to find. Newspapers and other media sources are only too ready to run such stories. However, given that there are so many people using mobile communication so regularly, the chances are that someone is going to have a brain tumor at some point, whether or not there is any link with the amount of time they spend on their phone. The obvious question is whether or not there is good reason to be concerned over how and how much you use your phone.

The most recent assessment of the scientific evidence of mobile phone safety was carried out by the European Commission Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR). They concluded that mobile phone usage was unlikely to increase the risk of developing brain tumors.

The most recent results from a long-term study by researchers from the Institute of Cancer Epidemiology at the Danish Cancer Society in Denmark also failed to find any link between mobile phone usage and the development of brain tumors or any other cancers of the nervous system. This study was particularly significant in that it used most of the Danish population to determine if there was any difference in the incidence of brain cancers between mobile phone users and non-mobile phone users. Unsurprisingly, this work has been quoted frequently, especially by cell phone companies, as evidence that their products have now been given a completely clean bill of health.

In contrast to the previous results, the conclusion of a 2010 paper published in the International Journal of Epidemiology on the subject suggested that while no overall link was found between two kinds of brain tumor and mobile phone usage, the data did point to a possible increase in the development of glioma-type tumors in the most intensive users. The authors also pointed out that since the new generations of smart phones are being used for even greater periods of time, especially by younger people, further and ongoing studies in this area are definitely merited.

In 2011, the World Health Organization (WHO) classified mobile phone radiation as ?potentially carcinogenic to humans.? Following from this, many countries have adopted a precautionary approach and suggested moderation in cell phone usage. Using a hands-free kit to avoid holding a phone next to your head has also been advised. While the available evidence suggests that low and normal usage of a mobile phone does not increase your risk of developing a brain tumor, it is probably wise to reduce your exposure to electromagnetic radiation as much as you can, and certainly to avoid spending long periods of the day with a phone next to your ear.

Continental Realty Corp., a Baltimore-based commercial real estate development and management company, has acquired Chase Heritage, a 236-unit apartment community in Sterling, Va. The property, purchased for $42.5 million, or approximately $180,000 per unit, was acquired on behalf of a real estate fund sponsored by an affiliate of the company. The acquisition marks the fourth real estate purchase completed for the fund in the past 18 months, and the second apartment home community bought in the Northern Virginia marketplace. ?We continue to be impressed with the strength of the Northern Virginia apartment environment,? said Gene Parker, Continental Realty?s president. Kamenetz announces formation of neighborhood response teams

The formation of four new Neighborhood Response Teams within the Baltimore County Department of Planning was announced this week by County Executive Kevin Kamenetz. Allegany County counts costs of bay restoration proposal

(AP) Some Allegany County officials say a state proposal for reducing Chesapeake Bay pollution would make it harder to build homes and businesses in the Western Maryland mountains. The Cumberland Times-News reported on Tuesday that the County Commissioners have directed their staff to draft comments critical of so-called ?growth offsets? proposed by the Maryland Department of the Environment. The proposed policy would require additional tree plantings, expanded sewage treatment and other measures to offset the environmental impact of new development. The county?s planning engineer said Allegany County has little land suitable for development. She also said the proposal doesn?t account for the county?s distance from the bay ? more than 200 miles along the Potomac River.

Walker & Dunlop Inc., of Bethesda, a real estate lender focused on multifamily loans, said its subsidiary, Walker & Dunlop LLC arranged $67.5 million in financing for Huntington Gateway Apartments, a high-rise residential community located in Alexandria, Va. France poised to unveil a budget heavy on taxes

PARIS (AP) ? France unveils its 2013 budget Friday, seen as a test of whether Socialist President Francois Hollande is serious about cutting government spending and reforming the country's economy.

Other countries in Europe are implementing harsh austerity, but France has largely held off on slashing its budget. Instead, it is expected to mostly to announce a slew of new taxes.

The measures are designed to reduce the government's deficit by ?30 billion ($39 billion), with only one-third of that in spending cuts.

Economists say raising taxes will only make it more important for Hollande to get serious about loosening the country's hidebound labor market.

    Wakeboarder's finger found in lake trout months later

    When Hans Galassi lost four of his fingers in a wakeboarding accident in Idaho, he joked, wryly, that they had become fish food.

    He wasn?t surprised, then, when the Bonner County sheriff called him up, telling him he had a funny story to tell him.

    ?I was like: Let me guess, they found my fingers in a fish,? Galassi, 31, told the Spokesman-Review. (The newspaper?s headline was equally flippant: "Lake trout gives fisherman the finger.")


    Galassi was wakeboarding on Priest Lake in northern Idaho on July 4 when his hand was caught in the cord, fully severing his fingers. His friends rushed him to a resort and he was transported to the hospital by helicopter.

    Then, on Sept. 11, a man named Nolan Calvin was fishing on the west side of Priest Lake when he caught a large lake trout. As he was cleaning the fish, he found what appeared to be a severed human finger, according to a press release from the Bonner County Sheriff?s Office.

    According to the sheriff?s department statement: ?It is unknown, of course, how long the fish actually retained the finger in its digestive track, however, it was noted that the finger was in remarkably good condition at the time of recovery.?

    Sheriff?s Detective Sgt. Gary Johnston was particularly impressed.

    ?You fall asleep in your bathtub or hot tub, you come out and your fingers are all puckered up and prune-like. And it wasn?t like that,? he told the Spokesman-Review.

    Calvin, the fisherman, placed the finger on ice, which he turned over to deputies, who were able to derive a decent enough fingerprint to trace back to Galassi. The fish, officials concluded, had traveled about eight miles north of where Galassi lost his fingers.

    The investigation concluded, the sheriff?s department offered Galassi back his finger.

    Galassi told the Spokesman-Review that he declined.

    ?I?m like, uhhh, I?m good,? he said.

    Bomb hits school used by Syrian security forces

    BEIRUT (AP) ? Several bombs went off Tuesday inside a school in the Syrian capital that activists say was being used by regime forces as a security headquarters. Ambulances rushed to the area and an initial report on state media said seven people were wounded.

    An amateur video posted online showed smoke billowing from several spots in an area near a major road. The narrator said: "A series of explosions shake the capital Damascus." The authenticity of the video could not be independently confirmed.

    Over the past few months, rebels have increasingly targeted security sites and symbols of regime power in a bid to turn the tide in Syria's 18-month conflict, which activists say has left some 30,000 people dead. In July, a bombing in the heart of Damascus killed four senior security officials including the defense minister and President Bashar Assad's brother-in-law. Other large blasts have targeted the headquarters of security agencies in the capital, killing scores of people this year.

    Abu Hisham al-Shami, an activist based in Damascus, told The Associated Press via Skype that the "Sons of Martyrs School" had recently been turned into a regime security center. He said government forces use the school as a base to fire mortars at rebellious neighborhoods.

    State-run television quoted the director of the school, Mohammed Amin Othman, as saying that two bombs exploded inside the school, wounding seven people and causing minor damage. It said the bombs were planted by "terrorists," the term the government uses for rebels.

    Othman said in a statement carried by the state-run SANA news agency that no students were at the school Tuesday. Although the school year started last week in Syria, Othman said the boarding school will open next week.

    The Britain-based Syrian Observatory for Human Rights said 20 people were wounded, some of them seriously, in several blasts at the school. It said most of the wounded were members of military.

    A worker outside the school, who refused to be identified, said two diesel tankers exploded inside the school compound, wounding at least four people, one of them seriously. He added that the wounded were rushed to nearby hospitals.

    He said a thick plume of smoke billowed over the area and fire reached the fifth story of the building. A nearby theater for the school's students was partially damaged and the blast caused its ceiling to collapse.

    Also Tuesday, Syrian rebels released Lebanese citizen Awad Ibrahim, who was one of 11 Shiite Muslim pilgrims abducted in May shortly after entering Syria from Turkey on their way to Lebanon, the Lebanese state-run National News Agency reported.

    Ibrahim, who crossed into Turkey Tuesday afternoon and expected to fly home later, is the second to be released and nine remain held in northern Syria.

    His release came after two Turkish citizens and several Syrians were set free in Beirut after being abducted by Lebanese tribesmen to press for the release of Lebanese. Turkey hosts leading Syrian opposition figures and rebel commanders.

    The Observatory and the Local Coordination Committees reported violence throughout the country including clashes between troops and rebels near the southern town of Quneitra on the edge of the Israeli-occupied Golan Heights. Both groups said at least seven people were killed in the fighting.

    Earlier in the day, the Israeli military said several mortars fired by Syrian government troops targeting rebels hit the Israeli-occupied Golan Heights, but no one was hurt in the shelling.

    The incident marks the second time Syrian mortars have landed on the border area since Syria's crisis erupted 18 months ago. In July, mortar shells fell about one kilometer (half a mile) from the Golan boundary.

    The Israeli-annexed Golan Heights was captured from Syria in 1967.

    In Jordan, dozens of Syrian refugees angry over harsh living conditions in their desert tent camp clashed with Jordanian police, hurling stones and smashing charity offices and a hospital, officials and refugees said Tuesday.

    The rioting late Monday in the Zaatari camp was the worst violence since the facility opened in July near the Jordan-Syria border. About 26 policemen were injured by stones thrown by the refugees, a police official said.

    A Syrian refugee in the camp, Abu Nawras, said police fired tear gas to disperse the protesters who were demanding improved conditions, better food and education for their children.

    The camp, which hosts about 32,000 Syrians who fled the civil war at home, has seen smaller protests in the past weeks as refugees mostly complained about snakes and scorpions, and demanded their tents be replaced with trailers so they can better protect themselves from the scorching sun, cold nights and ubiquitous dust.

    Hundreds of thousands have fled the chaos in Syria as the uprising against President Bashar Assad turned increasingly violent. Jordan alone has taken in some 200,000 Syrians ? the largest number in the region ? while Turkey, Lebanon and Iraq have taken in the rest.

    Police: Drunken man on horse arrested after chase

    BUNNELL, Fla. (AP) ? A man who police say was drunk while riding his horse through a northeast Florida town is now in jail after a police chase.

    Flagler County jail records show 29-year-old Charles Cowart was arrested Monday. He's being held on $7,000 bond on charges that include disorderly conduct, resisting arrest without violence and cruelty to animals.

    A message was left Tuesday at phone listing for Cowart in Bunnell, about 60 miles south of Jacksonville.

    According to a charging affidavit, officers responded to a report of an "intoxicated male riding a horse" and found Cowart riding over railroad tracks. He told officers he was headed to his grandmother's house and ignored orders to get off the horse. He took off and police chased him for more than a half-hour.

    Plight of 2 baby gorillas raises fears in Congo

    KINSHASA, Congo (AP) ? The plight of two infant gorillas, rescued after being kidnapped from their wild families, highlights the dangers confronting the endangered Grauer's gorillas that have become victims of ongoing violence and a new rebellion in eastern Congo.

    A decision to allow oil exploration in a national park there may put the gorillas at greater risk.

    Virunga National Park said Monday that wildlife authorities rescued two baby gorillas in the space of a week this month.

    "Baby gorilla trafficking is terribly damaging for endangered gorilla populations because many members of the gorilla's family will probably have been killed to obtain the infant," said the park's director, Emmanuel de Merode.

    Fighting between rival militia groups is making it impossible for wildlife authorities to find out how many of the Grauer's gorillas have been killed. Grauer's, also known as eastern lowland gorillas, exist only in eastern Congo. Experts estimate that fewer than 4,000 remain, down from about 17,000 in 1995, de Merode said in a statement.

    The poaching comes as the park itself faces oil exploration. Congo's Hydrocarbons Minister Crispin Atama Tabe announced Monday that the government is authorizing the British firm SOCO to explore for oil in the park, Africa's oldest created in 1925 under Belgian rule. Virunga National Park, declared a UNESCO World Heritage site in the 1970s, is the only place on Earth that boasts all three African great apes in addition to elephants, buffalo, hippos, larges antelopes, lions, leopards and a plethora of smaller animals and birds. Virunga and the SOCO concession encompass Lake Edward, one of the Central African great lakes, that provides a livelihood for some 40,000 fishermen.

    Atama Tabe told The Associated Press that oil exploitation could help bring security to volatile east Congo, although mining of the region's massive mineral riches has had the opposite effect with various armed groups vying for control of revenues the minerals bring.

    Monday's permission contrasts with the Environment Ministry's decision last year to suspend oil exploration in an area of Virunga that is home to more than 200 gorillas. Environment Minister Bavo Nsamputu said he was unable to comment on Monday's news as he had been out of the country.

    Park officials say Congo's law protects national parks from any kind of exploitation, including logging of timber for charcoal that is a lucrative business for armed militias, or even farming by peasants. That argument persuaded the French oil group Total to promise last year that it would not exploit the one-third of its concession that falls in Virunga.

    SOCO, with 58 percent of its concession in the national park, argues, among other things, that the Nature Conservation law allows "geological research for scientific purposes."

    SOCO also quotes exemptions in the Nature Conservation law for "research work, such as sampling materials, digging, excavations, surveying, and all other work that may change the look of the land or vegetation."

    Virunga park rangers have shed blood to protect the park and its animals: 11 were killed last year in armed confrontations; this year one has been killed and several wounded, according to de Merode.

    He said the first baby gorilla, a 9-month-old female now named Isangi, was brought to wildlife authorities Sept. 13 by a community conservation group that said it had rescued the infant from a local militia group called Raiya Mutomboko, which means Angry People in Swahili.

    On Sept. 20, rangers and local officials acting on a tip-off carried out a sting operation and rescued a 4-month-old female who has been named Baraka, which means Blessing in Swahili. Baraka's captors claimed to have rescued the infant gorilla from the Walikale area where several armed groups compete for control of mines.

    Isangi is in good shape after six weeks in captivity, veterinarian Eddy Kambale said in a statement, but Baraka is weak and dehydrated after two weeks' captivity.

    On Monday, she appeared much better, Kambale said: "She is eating and drinking and appears to be stable. She is crying a lot like a normal baby."

    The two infant gorillas are being cared for in a sanctuary at Virunga that is home to three mountain gorilla orphans whose parents were killed in the park in 2007.

    Virunga has a small family of Grauer's gorillas. Most live in Kahuzi Biega national park and forests, including the Walikale area.
